R -- BUSINESS ENGINEERING CONSULTANT In consonance with the Steering Committee created by Executive Order 95-17 to oversee the BRAC '95 process and delegation by the Steering Committee, the Port Authority of Guam (PAG) is requesting the services of a Business Engineering Support System (BESS). The principle objective of this work is to develop comprehensive planning documents for the near, mid, and long term re-use of and facilitation of the transfer of federal properties commonly known as Naval Activities (NAVACTS), Ship Repair Facility (SRF), and the Fleet Industrial Supply Center (FISC). The conversion of these federal properties to civilian use is a large and complex effort that requires disciplined program management, planning, and an engineering approach to the related business processes. The principal objective of this solicitation is to acquire a Business Engineering Support System to create the plan for the transition of the property to civilian use. Request for Proposal (RFP) packages may be picked up at the PAG Administration Office anytime Monday through Friday, excluding holidays, between 8:00 a.m. and 5:00 p.m. Or request in writing that a copy of the RFP be mailed at the sole cost and expense of the addressee. A non-refundable fee of $50.00 will be charged for the RFP package. The deadline for receipt of proposals is 5:00 p.m. Monday, November 20, 1995. Guam Standard Time.
