54 -- REMOVAL, TRANSPORTATION AND INSTALLATION OF ACOUSTIC TEST FACILITY (ATF 11) SOL N66604-96-R-A473 DUE 010996 POC Contact Elizabeth Alexander, (401) 841-2442 X301 or Nick Palmisciano, Contracting Officer at (401) 841-2442 X289 FAX: (401) 841-4820 The NUWC has a requirement to relocate the Acoustic Test Facility II (ATF II), its housing facility, and all ancillary existing equipment associated with the ATF II from its current location at NUWC Underwater Sound Reference Detachment (USRD)/ Orlando, Florida to a new site at NUWC, Newport, RI. The ATF II is used to make underwater acoustic measurements in a pressure vessel over a range of pressures and temperatures that simulate those encountered by the Navy in the ocean. The ATF II dimensions are: 14 feet in diameter, 37.5 feet long, and weight of approximately 802,000 pounds empty. It is housed in a steel structure which has three levels. The lower level slab accommodates all equipment for operation, piping and drainage. This level is strong enough to support large trucks weighing up to 63,000 lbs and the lid of the tank which weighs 40,000 lbs. The central platform provides access to ports and lid opening/closing and also contains small pre-soak tanks. This level is strong enough to support a 50,000 lb ADCAP tank when full of water and 35,000 lbs of weight from presoak tanks. The upper platform is the working level where the scientists perform the tests described above. This level accommodates eight rigging stations with four jib cranes. Ancillary equipment associated with the ATF II include: (1) one ea. twenty-five ton bridge crane (2)two ea. five ton bridge crane (3) four ea. five ton jib cranes (4) one ea. air compressor (5) one ea. 4,000 pound pump (6)one ea. 5,500 pound pump (7) two ea. three ton rail and hoist (8)one ea. 14,000 pound calibration chamber (9) one ea. 20,000 pound calibration chamber and stainless steel tanks, vacuum equipment, hydraulic pressure units, process equipment, electronic equipment, work benches, desks, storage cabinets, tools, and refrigeration units. Disassembly of the ATF II site will include demolition of a six inch poured cement floor which is on top of the ATF II. The contractor will also be responsible for removal and disposal of all fill material from the excavation site. The contractor is responsible for determining the best approach for removing, transporting and reinstalling the ATF II in order minimize risks involved in moving this massive tank. The contractor will be responsible to survey the entire transportation route. The contractor will be responsible for obtaining all necessary local, state, county, and federal permits, licenses, certificates, or other necessary documentation required for the movement of the ATF II. It will also be the contractors responsibility to obtain the services of local police forces to provide escorts where necessary and to coordinate the delivery schedule with the cognizant authorities and other interested parties. The contractor will also be required to obtain a performance bond. The new site in Newport shall be excavated and foundations shall be constructed to fully support the ATF II and the structural steel erections/overhead hoist system. The contractor will be responsible for all site testing and preparation. The contractor shall also be responsible for installation, testing and certification of the ATF II at its Newport site. A Firm Fixed Price type contract is anticipated. Award will be based on Greatest Value criteria. Schedule is critical and the required Period of Performance will be no longer than six and half months after contract award. A preproposal conference and site visit for the Orlando and Newport site is tentatively scheduled for mid December. Details of the preproposal conference and the site visit will be outlined in the solicitation. (0313)
