58 -- SUPER HIGH FREQUENCY (SHF) TRI-BAND TACTICAL TERMINAL (T3) AND DAMA CONTROL AND MONITORING SUBSYSTEM. The US Army (PM SATCOM) is planning the Non-Developmental Item (NDI) acquisition and fielding of Tri-Band Tactical Terminals (T3) for battlefield satellite communications for use at echelon above corps and Demand Assignment Multiple Access (DAMA) Control and Monitoring Subsystems (DACMS). The T3 system will allow for multiple configurations in order to meet the requirements of both the Special Operations Forces Tactical Assured Connectivity System (SOFTACS) and the SHF Tri-Band Advance Range Extension Terminal (STAR-T). The T3 is a transportable tactical satellite communications terminal that operates in the Super High Frequencies (SHF)(C, X, and Ku bands) over commercial and military satellites to support voice, data, imagery, and video teleconferencing (VTC) communications. Each T3 terminal must be capable of being mounted on a Heavy High Mobility Multi-Purpose Wheeled Vehicle (HHV) and a High Mobility Trailer (HMT). The T3 must be small enough to fit inside a C-130; however, the antennas must still be large enough to meet the performance requirement. Select T3s shall operate in a Biological/Chemical environment. The DAMA Network Control (DNC) terminals within the DACMS will function as the control element for a DAMA network, allocating resources, establishing and managing communications sessions, while monitoring, controlling, and reporting network performance. SHF Terminal DAMA Control (TDC) terminals are stand alone DAMA terminals for retrofit into the legacy tri-band terminals, making communications through DSCS Operation Control possible. Four (4) Low Rate Initial Production (LRIP) T3 terminals will be purchased on the basic award with testing, spare parts, training, contractor support, and associated data, three (3) DNC terminals, and two (2) TDC terminals. Options for up to 250 additional T3 terminals (with testing, spare parts, training, contractor support, and associated data), up to 250 additional TDC terminals, and up to 17 additional DNC terminals are included. Delivery ofLRIP terminals is required 16 months after contract award. All draft solicitation documents will appear and the Request for Proposal (RFP) will be issued on the CECOM Command Electronic Bulletin Board (EBB). Please note that draft documents for this acquisition were formerly found under solicitation number DAAB07-95-R-A507 on the CECOM EBB. Contractors are welcome to submit comments/questions via the EBB regarding the draft documentation. THE U.S. ARMY COMMUNICATIONS ELECTRONICS COMMAND (CECOM) HAS ESTABLISHED AN ELECTRONIC BULLETIN BOARD (EBB) TO PROVIDE ELECTRONIC TRANSMITTAL OF REQUEST FOR PROPOSALS (RFPs) AND INVITATIONS FOR BIDS (IFBs) FROM GOVERNMENT TO INDUSTRY. ALL INTERESTED PARTIES WISHING TO DO BUSINESS WITH CECOM ARE INVITED TO ACCESS, OPERATE, SEND AND RECEIVE DATA FROM THE CECOM EBB SYSTEM. TO BECOME A USER OF THE EBB, YOU WILL NEED AN IDENTIFICATION CODE AND PASSWORD IN ADDITION TO A COMPUTER TERMINAL EQUIPPED WITH THE NECESSARY HARDWARE AND SOFTWARE TO INTERFACE WITH THE EBB SYSTEM. A USER'S IDENTIFICATION CODE AND PASSWORD WILL BE ISSUED UPON REQUEST ALONG WITH INSTRUCTIONS FOR DOWNLOADING THE EBB USER'S MANUAL.
