Stec, Contracting Officer, (507) 272-4075 To conduct a study leading to the development of a growth strategy for the Panama Canal. This procurement will be carried out in two phases. Phase 1 requires the development of the statement of work for Phase 2 and includes the identification of selected business opportunities with growth potential. The statement of work shall include background on growth strategy concepts and their application at the Panama Canal, and the objectives, methodology, approach and boundaries to utilize in the development of the growth strategies for both the Canal's core transit service and for new business opportunites. Phase 2 requires the full development of growth strategies for the Panama Canal's core business and each new business venture identified under Phase 1. Each strategy shall include a business plan and a complete study of financial, marketing and resource-allocation aspects. Multiple awards may be made for Phase 1 of the project. Only the awardees of the Phase 1 contract will be given the opportunity to compete for the award for Phase 2.
