The Air Force Aeronautical Systems Center(ASC), Directorate for Development Planning (XR) plans to release a Request for Proposal (RFP) on or about 22 November 1995 for a contemplated multiple award of up to five 5-year Time & Material Indefinite Delivery type contracts with two of these awards set-aside for small businesses with SIC code 8711. These contracts will provide ASC/XR and DoD organizations with technical and management skills to perform specialized projects in support of development planning requirements. This support will encompass the following areas: 1) campaign/theater analysis, 2) mission level analysis, and 3) concept design interface. This requirement was advertised in the 21 April 1995 edition of the CBD as a Draft RFP. This notice is the presolicitation notice for this acquisition. Offerors have 30 days in which to respond to the RFP. Potential offerors must be have SECRET clearance for personnel, facility and storage capability in accordance with Industrial Security Manual (DoD 5220.22M) by proposal receipt. Foreign participation on this contract is not authorized. All respondents should indicate whether they are large or small business in relation to SIC Code 8711. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition. Potential offerors should use established channels to request information, pose questions, and voice concerns before resorting to the use of the Ombudsman.
