and Infrastructure, at the U.S. Naval Academy, Annapolis, MD. A
sole-source modification to subject construction contract is being
considered for Insta-Key Medeco Biaxial Key-in-Knob Cylinder - ``Yale
Type'' with Instakey modification (Part #20W0500-26-PSS); InstaKey
modification. Standard Yale Cam (Part #10W0200-26-Z01-PS); InstaKey
Medeco Biaxial Rim Cylinder with InstaKey modification and Lazy Motion
Tail (Part #10W0700-26-Y08-PSS); InstaKey Medeco Key Blanks with
InstaKey PSS keyway individual Serial Numbering of each key blank (Part
#Mo1-17-6) with InstaKey Lock Corporation, 3021 S. Tejon St, Englewood
CO 80110. Equipment Requirements - Cylinders and Keys: 1. All lock
cylinders are to be of a high security, pick resistant design with
angled key cuts and rotating pin tumblers. Cylinders shall incorporate
two or more independent locking mechanisms, including: (a) A pin
tumbler device with six chambers, capable of master keying to
accommodate master, grand master, and great grand master keys. Mushroom
shaped driver pins shall be randomly applied to each cylinder. (b) A
side bar locking mechanism which integrally works with a rotating
tumbler pin such that the side bar properly engages the tumbler pin
with the correct angle (of three possible angles) when presented.
Tumbler pins shall contain false grooves to provide additional
resistance to manipulation. 2. All cylinders shall be designed and
installed in locking devices, in such a way as to resist sharp forceful
pulling forces intended to remove cylinders and expose the locking
mechanism. 3. The lock pin tumblers shall combine a dual-axis action,
with one axis utilized for pin tumbler rotation and the other axis
utilized for positioning key cuts. 4. All cylinders shall be UL Listed
Standard (UL437) for key locks. 5. The locking system is to be
furnished in a restricted key section for key blanks are not made
available from the manufacturer's factory or any other source by normal
distribution methods without proper authorization. The key and cylinder
must have a patent protection for a minimum of 10 years so as to ensure
against unlawful duplication. 6. Thickness of the key blade shall be a
minimum of .09 inches thick to prevent breakage. Keys shall be of
nickel-silver composition. 7. The manufacturer in conjunction with the
supplier shall have the capability of establishing a key system with
a minimum of six (6) definite angles of cut, in two (2) distinct
positions of cut per pin chamber. The system shall incorporate a key
which is capable of more than one bitting per position. The system,
without incorporating the user rekeying capability specified herein,
shall also have the capability to provide a master key with up to
100,000 usable non-interchangeable key combinations in a single keyway.
8. The cylinders shall incorporate a patented user rekeying feature
such as InstaKey (or equivalent) whereby the owner shall have the
ability to immediately rekey a cylinder by inserting and using a new
key in a designed sequence of keys and thus render a previously
operating key useless. Such rekeying ability shall exist at all levels
(user, master, grand master, and great grand master) applicable to a
cylinder. Such rekeying to a particular level shall not affect the
keying of the other levels. Once the pre-designed number of user
changes at any level has been used up by the Owner, the Owner shall
require the supplier to rekey the cylinder with another set of
pre-designed user changes. 9. The locking system established shall be
proprietary and the Owner will furnish to the supplier a list of those
persons and their signatures who will be authorized to order
additional materials or duplicate keys. Orders not bearing a duly
authorized signature will not be filled by the supplier. 10. All
cylinders shall be pinned by supplier or manufacturer in accordance
with owner's requirements. 11. All keys shall be sent registered mail,
UPS or other carrier requiring signature proof of receipt, or
supplier. The exact method of delivery shall be determined by the
Owner. 12. Cylinders shall have a minimum one year limited warranty
against defects in workmanship, materials or operation. See Note 22.
