EMISSION STANDARDS The following notification is being circulated in
accordance with Article 10.6. G/TBT/NOTIF. 95.3. 1. Member to Agreement
notifying: EUROPEAN COMMUNITY. If applicable, name of local government
involved (Articles 3.2 and 7.2). 2. Agency responsible: European
Commission. 3. Notified under Article 2.9.2. 4. Products covered (HS or
CCCN where applicable, otherwise national tariff heading. ICS numbers
may be provided in addition, where applicable): 8703: Passenger cars;
8704: Light commercial vehicles. 5. Title and number of pages of the
notified document. Proposal for a European Parliament and Council
Directive Amending Directive 88/77/EC on the Approximation of the Laws
of the Member States Relating to the Measures to be Taken Against the
Emission of Gaseous and Particulate Pollutants from Diesel Engines for
Use in Vehicles (21 pages). 6. Description of content: Allowing longer
periods for small class diesel engines to adapt to European
particulate emission standards. 7. Objective and rationale: The
proposal answers to the requirements of Article 5(2) of Directive
91/542 which committed the European Commission to report and eventually
make a proposal to the European Council on progress made regarding: -
The availability of techniques for controlling air-polluting emissions
from diesel engines, particularly those of equal to or less than 85
kW; and - a new statistical method for monitoring production
conformity. 8. Relevant documents: Proposed European Parliament and
Council Directive Amending Directive 88/77/EC on the Approximation of
the Laws of the Member States Relating to the Measures to be Taken
Against the Emission of Gaseous and Particulate Pollutants from Diesel
Engines for Use in Vehicles (EC Official Journal C389 of 31 December
1994). 9. Proposed date of adoption and entry into force: Adoption:
December 1995. Entry into force: March 1996. 10. Final date for
