upgrade of operational Model 8 Airport Surveillance Radars (ASR-8s).
Such upgrade is excpected to consist of a new processor with a new
Moving Target Detector algorithm and must include: improved aircraft
detection in clutter and weather environments, six-level weather
detection and reporting capability and Remote Maintenance Monitering.
To accomplish this will require the integration of commercially
available: moving target detectors, weather receivers and processors,
beacon target extractors and remote maintenance monitoring subsystems.
The FAA desires that the above consist to the greatest extent
practical of Non Developmental Items (NDI). NDI is defined as any item
available as a commercial product or as a previously developed item in
use by a Federal, state or local Government agency or a foreign
Government. To meet such goal, the FAA is considering making available
for industry use, a limited number of ASR-8 radars. It is anticipated
that such use will be provided under Cooperative Research and
Development Agreements (CRDAs). Under a CRDA, each industry participant
will be provided the use of an ASR-8 radar for the purpose of advancing
their development and testing of equipment to include hardware,
software and interfaces capable of meeting the above defined
requirements. Within 120 days after issuance of the CRDA, each industry
participant must demonstrate their equipments ability. These
demonstrations will be accomplished at a Government designated ASR-8
site. The purpose of this synopsis is to gauge industry interest in
such agreements and to determine the current extent of development of
ASR-8 upgrade equipment. Firms interested in entering into a CRDA with
the FAA are invited to submit documentation not to exceed 10 pages
outlining their experience with airport surveillance radars and the
extent to which they have under development ASR-8 upgrade equipment.
Such documentation should specifically address the firm's approach to
upgrading the ASR-8, the current state of the firm's development
efforts, why use of a FAA ASR-8 is required for refining that approach
and how such radar will be used. This is not a Request for
Proposals.No unsolicited proposals are desired and none will be
accepted. The FAA will not pay for any information received in response
to this synopsis nor for any ASR-8 upgrade developmental costs incurred
to date or incurred as a result of any ensuing CRDA. Subsequent to
completion of all CRDAs, the FAA may issue a solicitation for a full
scale development and production contract. If a solicitation is issued,
it will be preceded by a future CBD announcement. Concerns interested
in responding to this announcement should submit their written response
