The Office of Justice Programs (OJP) of the U.S. Department of Justice (DOJ) will issue a request for proposal (RFP) for the operation of the DOJ Response Center. The DOJ Response Center serves and supports the criminal justice professionals and citizens in all 50 States, the District of Columbia, the Commonwealth of Puerto Rico, the United States Virgin Islands, and Guam. The DOJ Response Center provides information regarding the Violent Crime Control and Law Enforcement Act of 1994, as amended, current and future grants, and grant application procedures from U.S. Department of Justice agencies. The contractor shall provide all personnel to perform the following requirements which include but are not limited to the following tasks: maintain computer operations, provide assistance to callers, maintain and update user mailing lists, conduct user surveys, stock and disseminate documents, and provide editorial and graphic services. The DOJ Response Center facility; equipment, including computers; and supplies will be provided by the Government. The Contractor, however, will have to provide the facility and necessary equipment for stocking and disseminating documents and providing graphic services. The DOJ Response Center contract will be a cost-plus-fixed-fee level of effort type and will comprise one base year and three one-year option periods. The estimated level of effort is 25,500 hours per year. Proposal evaluation will emphasize the technical approach and past performance. Cost will be secondary in importance. The closing date for receipt of proposals that is specified above is an estimated date for planning purposes only. The actual closing date will be governed by the RFP.
