The Commerce Business Daily announcement that appeared on November 28, 1995 in issue number PSA-1478 on page 25 is changed to read as follows: The Mississippi National Guard has a requirement for a commercial source to provide and deliver items of subsistence to National Guard Units while training in the state of Mississippi. The requirement includes providing and delivering food items to approximately 48 part-time Army Guard dining facilities located at armories across the state of Mississippi, 1 full time dining facility at Camp Shelby, Mississippi and to units while training at Camp Shelby and Camp McCain, Mississippi. The government reserves the right to add and delete units to be supported under resulting contracts as necessary. The requirement will include providing intermittent food products and delivery to other than Mississippi units while those units are training at Camp McCain or Camp Shelby. Subsistence items ordered will be mostly raw or uncooked, requiring food preparation and/or cooking by National Guard personnel. The proposed contract or contracts shall be Indefinite Delivery Indefinite Quantity, Firm Fixed Price with Economic Price Adjustment. A maximum of three contracts may be awarded as a result of the solicitation. The state of Mississippi shall be divided into three regions, Northern Region, Central Region and Southern Region. Contractors are invited to submit an offer on any one or combination of regions. The contract or contracts shall be awarded for a base year with 4 one-year option periods. Award will be based on other than price alone. Offers will be evaluated and awards made in accordance with ``Best Value'' source selection procedures. Contractors shall submit a Technical Proposal and a Business Proposal. The Technical Proposal shall consist of the following and shall be evaluated in the order of importance as listed: (a) Contractor's Distribution System, which will include (1) Product availability, (2) Ordering system, (3) Locations currently delivering to and schedule of these deliveries and (4) Customer Service and Support. (b) Quality of products offered related to the items listed in Section B of the Solicitation. (c) Contractor's Quality Control Plan. (d) Contractor's Purchasing System. (e) Contractor's Past Performance and Corporate Experience. (f) Contractor's Subcontracting Plan. The Business Proposal shall consist of the pricing of the items listed in Section B of the Solicitation. The weight given the total price of all the line items by Region at the estimated quantities shown will be determined by the price differences between offers received. Where the low offered price is far lower than the next low offered price, price will be weighted up to an amount equal to the Technical Proposal. Where the difference between offered prices is insignificant, price will be given much less weight than the Technical Proposal. This procurement is open to both large and small business (unrestricted). Request for Proposals will be available o/a 8 January 1996.
