875-4009 Tenaga Nasional Berhad ( the ''project sponsor'') invites
submission of qualification from interested US firms which are
qualified on the basis of experience and capability to carry out a
Transmission Design Manual and Material Specifications (''the
Project''). Tenaga Nasional Berhad (TNB) plans to implement a project
to update their overhead transmission line design manual and material
specifications. These standard documents shall apply to nominal
transmission line voltages of 132, 275 and 500 kv. In addition, they
shall address the specific conditions in Malaysia and the requirements
of the TNB transmission system that impact design of lines and
selection of materials. The consultant shall prepare a manual
containing standards that describe the methodology for designing all
major components of a transmission line. The Tasks are as follows: 1.
The consultant shall first review current design manual 2. Develop a
table of contents for the manual, listing all of the design standards
to be developed. These design standards shall cover the following major
topics: Route selection Development of design criteria -Climatic
loading conditions-Construction and maintenance loadings -Electrical
clearances -Lightning performance and grounding -Sag and tension limits
-Electrical effects Conductor selection Insulator and hardware
selection Structure configuration and types Structure design Foundation
selection and design Structure spotting 3. Solicit information and
involvement from US line design software vendors 4. Establish software
components and methods to be included in new design manual 5. Prepare
draft design manual 6. Prepare final design manual After the
development of the Design Manual, the consultant shall prepare
specifications that address all applicable technical requirements for
procurement of transmission line components. These documents sall be
complete, with the exception of quantities and other project-specific
requirements and applicable commercial terms and conditions, as
necessary for requesting quotations for these materials. 1. The
consultant will first review current material specifications 2. Prepare
outline of material specifications. These specifications shall include
the following: Bare overhead conductors Overhead ground wire
Insulators Hardware Steel lattice towers Tubular steel poles Spacers
and dampers Compression fittings 3. Solicit information from potential
US material suppliers concerning how to minimize cost and meet all
technical requirements 4. Determine material specifications
requirements that result in most cost effective facility design. 5.
Prepare draft material specifications 6. Prepare final material
specification A bid package, including the Terms of Reference, and a
background desk study report are available from the US Trade and
Development Agency (''USTDA''), Room 309, SA-16, Washington, DC
20523-1621. Requests for the RFP should be faxed to the IRC, USTDA,
(fax: (703) 875-4009). Please include: your name, company name,
address, and telephone number. Please include your firms name, contact
person, address, and telephone number. Some firms have found that RFP
materials sent by U.S. mail do not reach them in time for preparation
of an adequate response. Firms that want TDA to use a courier delivery
service should include the name of the courier company and your firm's
account number in the request for the RFP. No telephone requests will
be honored. The selected US firm will be paid in US dollars from a
$378,400 grant to TNB by USTDA. Only U.S. firms and individuals may bid
on this USTDA-financed activity. Interested firms, their
subcontractors, and individuals (including employees of such firms and
subcontractors) must qualify under USTDA's nationality requirements as
of the due date for submission of qualifications and proposals and, if
selected to carry out the USTDA-financed activity, must continue to
meet such requirements throughout the duration of the USTDA-financed
activity. Details of the USTDA nationality requirements are included in
the RFP, as well as TDA mandatory contract clauses. Interested US firms
should submit qualifications and other accompanying documents, filled
out as directed and in duplicate; one marked as ORIGINAL and the other
marked as DUPLICATE. Both copies shuld be enclosed in a sealed
envelope addressed and delivered to Tuan Haji Mohammad Ghazi Bin Hj.

Malaysia not later than 12:00 noon on (30 days from publication of the
CBD announcement). Should there be any discrepancies between entries
in the ORIGINAL and DUPLICATE copies, the entries in the ORIGINAL copy
shall be deemed to be correct. The content of the envelope must be

procedures of our Customs Office, whereby air parcels are frequently
opened, we suggest that those firms and individuals submitting bid
packages adhere to the following two steps: 1. Dispatch the complete
bid package and cover letter by Airmail in an envelope addressed in the
manner laid out above. 2. Send any technical literature separate from
the bid package and clearly identify which bid package the materials
are associated with. Tenderers must ensure that Tender Documents sent
by post must reach the above address not later than the specified
tender closing date above. USTDA/TNB shall not be accountable for any
delay in the Postal Service. Evaluation criteria will consist of the
following:1. General experience (ability to provide qualified staff,
overseas experience with emphasis in the ASEAN countries in
transmission and distribution projects). (30%) 2. Special expertise in
developing transmission standards and material specifications. (30%)
3. Proposed technical approach to update the manual and material
specifications. (20%) 4. Professional staff capacity (years with firm,
years in present position, years of overseas and East Asian
experience), in transmission and distribution projects, including the
design of transmission standards and material specifications. (20%)
Price will not be a factor in contractor selection, and therefore, cost
proposals should NOT be submitted. TNB reserves the right to reject any
and/or all Proposals. TNB also reserves the right to contract with the
selected firm for subsequent work related to the project. TNB or USTDA
are not bound to pay for any costs associated with the preparatin and
submission of proposals. Firms agree by their response to this
announcement to abide by the procedures established for the
