performing Cost Estimating Services and Value Engineering for FD&CC PAC
project design and construction activities for US Coast Guard
facilities located in the western United States andPacific Islands.
Tasks involve estimating construction projects, reviewing A/E cost
estimates and performing value engineering studies for construction
projects which typically consist of 90% shore facilities and 10% marine
facilities. The estimatedindividual construction cost of projects range
from $100,000 to $10,000,000. Proposed procurement will result in two
(2) Indefinite Delivery Contracts to be in effect for one year with a
one year option to extend services. Each contract has a
maximumpotential of $100,000 annually with a minimum guarantee of
$5,000. Projects will be defined and negotiated on an individual task
order basis. The evaluation criteria in descending order of importance
are: (1) Specialized experience of the firm inshore and marine
facilities. (2) Professional certification and experience of the firms
staff and consultants to be assigned to the project relative to Cost
Estimating and Value Engineering. (3) Past record of performance with
Government and privateclients. (4) Geographic proximity to Seattle, WA.
(5) Capacity and capability to accomplish the work within the required
time frame. (6) Firm's Organization and Management. (7) Demonstrated
success in prescribing the use of recovered materials andachieving
waste reduction and energy efficiency in facilities designs. (8)
Minority/women ownership and employment of firm and consultants;
provide percentages of minority and women employment by discipline in
the firm. Firms desiring considerationmust submit SF 255, SF 254 and
any consultant's SF 254s including organizational chart of key
personnel to be assigned to this project. The submittals must be
received in this office by 4 PM Pacific Time 30 days (first day
following a weekend orholiday) after publication of this notice.

working capital assistance for transportation-related contracts. Loans
are available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
