Office of Safety and Traffic Operations R&D is seeking expressions of
interest by potential sources in a proposed activity of mutual benefit
to FHWA and the vendor. This is NOT a solicitation or notice of
availability of a solicitation. The FHWA is conducting research on the
''Development of an Expert System for Crash Data Collection
(DTFH61-95-C-00007)'' under contract with the Calspan Corporation. As
part of this effort the FHWA and Calspan will be developing enhanced
accident data collection techniques that employ an expert systems
approach. The purpose of this effort is to demonstrate how the quality
and utility of police reported accident data can be improved by using
the knowledge of experts (accident reconstructionist, safety analysts,
etc.) to guide the user through selected parts of the on-scene data
collection process. For the purposes of demonstrating the advantages of
the expert systems approach the FHWA would like to determine whether
there is interest by any source with existing commercially-available
software, in participating in this demonstration. It is envisioned that
the expert system modules would be developed by the FHWA and Calspan in
a manner which would facilitate their incorporation into existing
accident data collection software packages. The vendor(s) would work
with the FHWA and Calspan to create this linkage. The vendor(s) will
retain all rights to their software. An evaluation of the enhanced
accident data collection software will be conducted in cooperation with
State and/or local agencies who are either using or considering the use
of computer-based software for accident data collection. The results of
this evaluation will be documented by Calspan and will be discussed and
showcased at regional and national meetings. The vendor(s) software
will be demonstrated to a broad audience of potential customers and
they will also benefit by association of their product with the FHWA.
Because of the envisioned benefits that are expected to accrue to the
successful vendor(s), FHWA would expect offerors to share all or part
of the cost of linking the expert system modules with their software.
Expressions of iterest in such a program, including background
information on the vendor's software, should be FAXED or mailed to Ms.
Condes at the above address within 30 business days after publication
of this notice. This is not a request for proposals, and the requested
expressions of interest do not constitute offers or a commitment of any
kind by either the FHWA or the responding party. This request for
expressions of interest does not commit the Government to a subsequent
