Reverse Cost Comparison study for non-personal services to provide
Aircraft Maintenance services to support the Euro-Nato Joint Jet Pilot
Training (ENJJPT), Pilot Instructor Training (PIT) and introduction to
Fighter Fundamental (IFF) Mission of the 80th Flying Training Wing at
Sheppard AFB TX. Functions will include, but are not limited to,
maintenance of all assigned T-37, T-38 and AT-38B aircraft, all
applicable equipment, transient aircraft support, aircraft corrosion
prevention, aircraft-similar ATD equipment and off-station aircraft
recovery support. The period of performance is anticipated to begin
with mobilization on 1 Feb 97 to 31 Mar 97 and the basic contract
period from 1 Apr 97 to 30 Sep 97 with four one-year pre-priced option
periods and an additional six-month option to extend services beyond
the contracted period. Total performance period not to exceed 62
months. A fixed-price incentive (firm target) type contract with award
fee feature is contemplated. A source selection will be conducted in
accordance with AFFARS Appendix BB to the Federal Acquisition
Regulation approximately from 20 Nov 95 through 31 Jan 97. Contacts to
Government personnel by participating offerors regarding briefings or
concerning this project are not allowed. The contracting officer, Dora
A. Mata, is the only person authorized to be contacted by potential
offerors. The source selection authority is the only person with
authority to release information regarding an ongoing source selection.
Based on the outcome of this cost study, contractors are notified that
there will be no contract award if Government performance is
determined to be more advantageous. Tentative RFP issuance date is 15
Feb 96 with a proposal due date of 15 May 96. A preproposal conference
at Sheppard AFB TX is tentatively scheduled 5 Mar 96. Interested firms
