Arkansas National Guard requires a total food and beverage Indefinite
Quantity Fixed-Price Contract with Economic Price Adjustment to fill
the food service/supply requirements of National Guard units in
Arkansas. The Economic Price Adjustment will be allowed on fresh
produce and meat due to seasonal price fluctuations. This contract will
require the awardee to provide raw rations (dry goods, canned goods,
fresh and frozen meats, fresh produce, dairy products and bread
products) and deliver them to approximately eighty one (81) part time
(two days a month) National Guard dining facilities located throughout
the state, two (2) full time (seven days a week) National Guard dining
facilities located on Camp Robinson, North Little Rock, Arkansas,
several annual training dining facilities located on Camp Robinson and
annual training dining facilities located on Fort Chaffee, Fort Smith,
Arkansas. Operational rations, MRE's and ''T'' rations, will not be
supplied by the awardee. The contract will be awarded for a base year
with four individual option years. The total contract value with all
(4) four option years will not exceed $9,000,000.00. Award will be in
accordance with best value source selection methods. Offers will be
evaluated with technical evaluation factors and, less importantly,
pricing. The technical evaluation factors, in there order of
importance, are (1) Ordering system, (2) Contractors quality assurance
plan, (3) Customer service and support plan, (4) Delivery system to
include response and lead time, (5) Past performance/experience, (6)
Contract management and administration (7) Contractor's subcontracting
plan (primarily for dairy and fresh bread). The pricing evaluation
criteria in order of importance: (1) Pricing of 150 sample food items,
(2) Markup percentage on meat items, and (3) Markup percentage on
fresh produce. Proposals not providing all information requested in the
solicitation package may be found to be technically unacceptable. This
solicitation is open to both large and small business firms. The
Request for Proposal will be available o/a December 8, 1995. Completed
proposals will be due in this office o/a 29 January 1996. The
projected contract award date is o/a 27 February 1996. A Preproposal
Conference may be held o/a 17 January 1996. Interested offerors may
