Department of Commerce, United States Patent and Trademark Office
(PTO), Office of the Chief Information Officer has a requirement for
System Development and Maintenance (SDM) services. The requirement is
to provide skilled staff, managerial and technical resources, tools,
and other resources necessary to analyze, design, develop, deploy,
maintain, modify, reengineer, and enhance multiple PTO automated
information systems. The services needed include business process
reengineering, information engineering, system design and analysis,
programming, testing, customer training, implementation, operations
transition, system/software maintenance, project-specific
system/software engineering, product assurance, project management, and
other related services and products. The requirement includes
acquisition of software applications or products and incidental
hardware for system life cycle support of development, maintenance, and
enhancement activities. It is anticipated that a Cost-Plus-Award Fee
task order contract will be awarded. The annual anticipated level of
effort is 600,000 hours. The PTO expects to award up to two contracts
as a result of this competition for 300,000 hours for each effort. The
PTO intends to issue a contract with a basic period of performance for
one (1) year with seven (7) one year options for renewal. It is
anticipated that the solicitation will be issued on January 2, 1996. A
presolicitation conference is not contemplated. Interested parties can
obtain copies by several methods. OFFICIAL HARD COPIES: To obtain
either an electronic copy using high density 3 1/2'' diskettes, or a

specifying your preference (Limit 1 copy of either diskette or paper).

will be available as follows: BBS-- The PTO bulletin board system is
available 24 hours a day, seven days a week, except Tuesdays from 7:00
a.m. to 12:00 noon for data loading, and as announced on the BBS
formaintenance. Direct Access to the BBS by dialing (703)305-8950
(1200-9600 baud modem and related software should be set at 8 character
bits, no parity, 1 start/stop bit). INTERNET and WORLD WIDE WEB ACCESS
-- An electronic copy can be viewed and/or downloaded via Internet

(http://www.uspto.gov). All previous respondents to these requirements
under Solicitation No. 52-PAPT-5-00051 for the draft RFP must resubmit
a request for this solicitation package in order to receive the RFP.
Previous requests will not be honored. For purposes of bidding, it is
the vendor's responsibility to ensure that they obtain and respond to
an official copy of the RFP. Official copies of the documents are
available in paper or on diskette when requested from the Information
Technology Contracts Office, either in writing or by completing the
