R -- REQUEST FOR INFORMATION CONCERNING COMMERCIAL FLIGHT TEST SUPPORT SOL TG/RFI96-01 POC Mr. Clay Blevins, (505) 475-1228, or Contracting Officer Elizabeth A. Gordon, (505) 475-1245. The US Air Force's 46th Test Group (TG) at Holloman AFB NM serves as air liaison for all flight test activity conducted over White Sands Missile Range NM. Support provided includes the following: conducting flight test missions, flying safety and/or photo chase for other test programs under evaluation, providing target platforms for other air or ground systems to engage (non-live fire), dispensing electronic or infrared countermeasures (chaff, flares), towing targets for live fire engagements, transporting inertial guidance or Global Positioning System racks on planned routes for evaluations, and emitting RF signals for the use of other airborne or ground systems to interpret. The present aircraft used for these missions are modified to collect GPS positioning data which is processed post-mission to include differential corrections. The GPS position data is the primary data product provided to customers. The current trend of privatizing the DOD Test and Evaluation mission and the increase in military hourly flying costs has prompted the 46 TG to consider contracting out each mission area. Additionally, many of our present customers have requested information concerning the availability and associated cost of civilian or commercial test flight assets that may be available for contract to augment our present aircraft fleet. No specific aircraft is required or mandated to support these missions. Test missions are routinely conducted with multiple high-performance jet aircraft (F-15, F-16, AT-38B, F-86, F-4, F-100, F-106), turbojet and turboprop cargo aircraft (C-141, C-130, C-12), and helicopters (UH-1). Typical payloads include instrumentation racks, RF emitters, and electronic countermeasures (chaff, flares) carried internally or externally in pods or on racks, although not necessarily at the same time. The 46th Test group requests information from competent business entities on their desire and abilities to perform the above stated missions on a per mission or annual support contract basis. Responses should include: Company Name, Address, POC, Phone Number, FAX, E-Mail address, company background and description, pilot backgroun, aircraft type, pilot/aircraft availability, aircraft performance information (as applies to above requirements), preferred method of billing customers (per flight hour, deployment, annual, etc.), ability to relocate to or stage out of Holloman AFB or local civilian (Alamogordo) airport, and the mission areas your company can or desires to support. Military flight test experience is desirable, but not essential. Current security clearance (or ability to obtain one) for pilots is highly desired and required for specific missions.
