National Polar-Orbiting Operational Environmental Satellite System (NPOESS) incremental release of draft RFP. On 08 December, 1995 the NPOESS IPO will release an incremental draft RFP through the CICAS electronic bulletin board (EBB) at SMC for industry review and comment. This release of information is prior to release of the draft RFP, currently scheduled for late January 1996. This incremental release of draft RFP documents will consist of Sections L and M, Statement of Objectives (SOO), Technical Requirements Document (TRD), Work Breakdown Structure (WBS) and WBS Dictionary, and Contract Data Requirements List (CDRL). These documents will be loaded on the EBB in MS Word format. Review of the CDRL will require use of the Acrobat Reader program, which is also available on the EBB. Industry participation is strongly encouraged to challenge any element with the understanding that responses are voluntary and the Government is neither negotiating nor calling for offers during this process.
