304-480-6465. Subject to final approval, the Bureau of the Public Debt
intends to acquire, on a sole-source basis through SAS Institute, SAS
Campus Drive, P.O. Box 8000, Cary, North Carolina, 27612-8000, FIP
proprietary software and maintenance thereon as well as additional
licenses for currently installed packages for a systems life through
September 30, 2000. Public Debt currently maintains extensive databases
written entirely in SAS code. SAS/EIS, SAS/GIS, SAS/ASSIST, SAS/ETS,
and SAS/ACCESS Interface to SYBASE and SQL Server are required to allow
development of various statistical and geographical reporting systems
on both mainframe and PC-based platforms. All software packages must
meet the following minimum requirements: The system must run under
MVS/ESA on IBM compatible mainframes and on IBM compatible personal
computers running DOS (5.0 and higher) and OS2 (2.0 and higher), Must
be portable to multiple hardware/software platforms, Programs developed
on any of these operating systems must execute on all platforms with no
program changes, Datasets created on any supported system must be
usable by programs developed on all supported systems, Must be capable
of running in an interconnected mainframe/personal computer
environment such that SAS programs developed on either machine can be
executed on the other, at user's option, Provide personal computer
software site license for a maximum of 50 users, Allow users to perform
statistical analyses for proactive strategic planning, Allow
development of a geographic information system for historical query and
prediction of events, Provide forecasting tools, Integrate with SAS
modules and allow users to create SAS code without actually writing
code, and, Allow access to SQL Server. All affirmative responses must
be in writing, must be accompanied by clear and convincing evidence to
clearly show code-compatibility and compliance to the above software
interfacing requirements, and include proof that each product will run
on Public Debt's mainframe (AMDAHL 5990 Model 1400) and microcomputer
systems without modification. Responses must be received witin 15
calendar days after publication of this notice. No solicitation
document is available. A request for documentation will not be
considered an affirmative response. If no affirmative written response
is received, within 15 days after publication of this notice, a
sole-source modification will be negotiated. Telephonic inquiries will
not be accepted. The Government will not be responsible to pay any
