A -- BROAD AGENCY ANNOUNCEMENT FOR EXPEDITIONARY CARGO PACKAGING TECHNOLOGIES SOL N47408-96-R-6308 DUE 013096 POC CONTRACT SPECIALIST, ROSALIE HAMMONDS, 805-982-5097 This announcement constitutes the Broad Agency Announcement (BAA) for the Naval Engineering Facilities Service Center (NFESC) under FAR 6.102(d)(2) to solicit proposal for basic and applied research innovative technology solutions. Part of the proposed project areas listed in the BAA is being considered 100% set- aside for Historically Black Colleges and Universities (HBCUs) or Minority Institutions (MIs) as defined by the clause at 252.226- 7000 of the Defense Federal Acquisition Regulation Supplement. Interested HBCUs and MIs should provide the contracting office as early as possible, but not later than 15 days after this notice, evidence of their capability to perform the contract, and a positive statement of their eligibility as an HBCU or MIs. If adequate response is not received from HBCUs and MIs, the solicitation will instead be issued, without further notice, as unrestricted, to academic institutions, non profit organizations, and private industry. Awards may be made at any time throughout the year. Award decisions on proposals will be based on a competitive selection of proposals from a peer/scientific review. Contact with the NFESC engineer identified in this announcement is encouraged to determine the extent of interest in this specific research project. In addition all proposals should reference this announcement and should specifically identify the research area the proposal is responding to. The deadline for submission of proposals is January 30, 1996. Multiple contracts with funding ranging from $50,000 to $150,000 each may be awarded. The following isa description of the RESEARCH required for this BAA. The objective is for concept exploration and development of systems in Expeditionary Cargo Packaging Technologies. Expeditionary Cargo Packaging Technologies (ECPT) addresses cargo packaging concepts and expeditionary (containerized or shelterized) facilities for Combat Services Support concepts in conjunction with Operational Maneuver From The Sea (OMFTS). Supply and service functions originate at seabases stationed up to 200 miles offshore. The supply and service functions are provided to personnel in scattered locations up to 100 miles inland. With this type of operation the penalties of unnecessary handling and tare are severe. To reduce this burden, the ECPT will investigate advanced low tare materials for packaging and containerization; innovative blocking and bracing methods to stabilize containerized goods; modular packaging and containers; disposable, low-waste packaging; and packaging materials or containers with additional non-packaging uses. For the second major thrust of the task, expeditionary service support facilities, the task will consider all types of support facilities, including but not limited to medical facilities (such as operating room facilities, ambulance and medical evacuation, patient stabilization, medical laboratory, and pharmacy facilities), warehouse and supply, authomotive maintenance, electronics maintenance, large-scale cooking and messing facilities, temporary housing, shower and laundry facilities, personal hygiene facilities, decontamination facilities, disbursing, postal and administration facilities, and recreation facilites. Because of the large distances between the seabase and the end user, these facilities must be able to operable while in- transit. Studies shall provide an evaluation or current emerging technologies that would allow significant advances in the above areas. Developmental approaches should be suitable for demonstration in a follow-on effort not to exceed 24 months. Evaluations will be conducted using the following evaluation criteria: 1) Overall technical or scientific merit; 2) Potential contribution of the effort to the NFESC mission; 3) The offeror's capabilities, related experience, facilities, techniques, or unique combination of these which are integral factors for achieving the objective; 4) the qualifications, capabilities, and experience of the proposed principal investigtor, team leader, or key personnel, and 5) The realism of the proposed costs.(0347)
