Janet Buyson. Sources sought to design and construct for replacement of
712 family housing units, and includes an additional 11 new family
units for a total of 723 newly constructed units. It is the intent of
the Government to replace 812 existing units with a total of 723
quality designed family housing units complete and adequate for
assignment as Government quarters to military personnel (Junior
Enlisted Members (JEM)) and their families, and a Community Center and
Housing Office within funds available. Work shall include demolition
of existing units and other structures, construction os a complete and
usable project consisting of al necessary site demolition,
improvements, structures, and off-site work required. The project
consiste of a Base Item for construction of 357 new units and a housing
office, and Option 0001 for the construction of 366 new units and a
Community Center. Option 0001 is an option that will be exercised at
the Governments request.-- The contract is to be awarded to the
responsible offeror who submits the proposal considered most
advantageous to the Government considering ''Price'' and ''Technical''
evaluation factors. The following evaluation criteria has been
established: Factor 1 (Price) and Factor 2 (Technical) which are
weighted approximately equal. Within the ''Technical'' factor, the
following subfactors are listed in order of importance: Subfactor ''A''
Design and Construction, Subfactor ''B'' Schedule, Subfactor ''C''
Contractor/A-E/Subcontractor Experience and Qualificaitons, Subfactor
''D'' Subcontracting Effort.--A pre-proposal conference has been
scheduled for 24 JAN 1996 at 1:00 p.m., local time at Southwest
Division Naval Facilities Engineering Command, 1220 Pacific Hwy., San
Diego, CA. Participants must reserve seating a minimum of two (2) days
in advance of the conference date by contacting Vickie Ball at (619)
532-3698.--A site visit has been scheduled for 24 JAN 1996 at 9:00
a.m., local time.--Interested parties are to meet the Government
Representative Don Hough, at 9:00 a.m. atthe Housing Office, corner of
Saipan Drive and Ranger Road.--This is not a public bid opening.--The
estimated cost is over $10 million.--Firm Fixed Price Construction
Contract.--Contract duration is approximately 780 days.--Bids will be
considered from all responsible sources.--This project is
unrestricted.--The Standard Industrial Code is 1521 and the annual size
standard is $17 million.--It is recommended the subcontracting pland
goals reflect a minimum goal of 15-20% for Small Disadvantaged Business
Subcontracting efforts and 25-30% for Small Business effort.--NOTE:
Plans and specs wil not be mailed to firms within a 20 mile radius of
the issuing office.--Solicitation packages may be acquired in person
from Plan Issue or by mail.--Telephone requests will not be
accepted.--Requests for the solicitation package must be in writing
