POC Susianne Patterson Contract Specialist. Notice of intent to
negotiate with Motorola Inc., on a Sole Source basis for the purchase
of Encrypted Communications Equipment to upgrade the Government Owned
Secure Trucking Radio System at Offutt AFB NE. The complete item
description of individual components is too detailed and complex to
include in this synopsis. A brief overview of the system configuration
is provided for your information. The main site Console Electronic
Bank shall include an Antenna System (8 Channel); Repeater 75 Watt with
Diagnostics, Repreater Spares, Telephone Interconnect Control Box,
Secure Voice Modem, Local Controller and Controller Spares, Spare
Console Electronic Bank, Trunk Interface Module; Trunk Base Interface
Module, Conventional Base Interface Module, Cryptographic Encryption
Unit, Uninterruptable Power Supply, Control Modem Set, System
Management Terminal, and System Central Terminal. Each subsystem shall
include a control station, Fascinator Federal Standard 1023 - A
wideband Type I Encryption standard operating at 12KBPS, remote
controls, portable radios, mobile radios, mobile infrastructure unit,
and control console. The secure trunked system must have portable and
mobile radios that are approved by the National Security Agency (NSA)
for Type 1 (Protection of classified national security communications)
and be capable of operating with our existing Government Owned
Encryted Radio Systems on Offutt AFB. Federal Communications Commission
(FCC) require base frequencies to adhere to a trunking architecture.
The equipment shall voice protection and be capable of supporting both
ingarrison and deployed missions. It is the Government's belief that
Motorola Inc., is the only manufacturer capable of meeting the minimum
needs of the Government because Motorola owns the proprietary rights
to the system software. Interested vendors who feel they are capable of
meeting the Government's minimum requirements and are interesting in
participating in this solicitation shall submit detailed technical
data/descriptive literature of the products they intend to propose and
pricing information within 15 calendar days from the publication date
of this synopsis. Technical Data and Descriptive literature ust be
detailed enough to elaborate the Contractor's understanding of the
Government's requirement. Information received as a result of this
notice of intent will be considered solely for the purpose of
determining whether to conduct a competitive procurement. A
determination by the Government not to open the requirement for
competition based upon responses to this notice is solely within the
discretion of the Government. The Government will not pay for
information received. All responses must be in writing. Fax number

synopsis, the Government will assume there are no interested or
qualified sources and begin negotiation on a sole source basis with
