70 -- COTS SOFTWARE PACKAGE SOL DMA100-96-R-5013 POC Contracting Officer Jean Appel, 301-227-2295, Contract Specialist, Dora Cardinal, 301-227-2295, Fax 301-227-2218 The Defense Mapping Agency (DMA) intends to procure, through small business set aside procedures, a commercial-off-the-shelf (COTS) software package that provides a comprehensive automated software solution to initiate, track and provide feedback in a multi-source performance management system. The software package must have the following features: operate in a client-server environment which uses a Novell and Windows NT Advanced Server (NTAS) ethernet configuration and TCP/IP protocol; use existing 10Base2 ethernet LAN lines and T-1 WAN lines; and use an Oracle database engine. The software will provide the following minimum capabilities: run on 80386 computers with Windows 3.x running Windows for Workgroups using TCP/IC protocol; provide a tracking mechanism; provide a means for electronic data entry including the capability to load the core competencies and sub-elements upon which employees will be rated; ability to load and maintain identifying personnel data and to add small data sets (less than 10 items) through direct entry; allow employees to choose raters and input numerical ratings on a set of core competencies; allow rater to input narrative comments; allow supervisors to approve employees selection of raters and not allow rating input from a person until the supervisor has granted approval; provide an electronic means for accepting numerical ratings generated through means other than direct electronic data entry; provide security measures to prevent unauthorized or duplicative date entry or rating data; guarantee rater anonymity except as overridden by the systems administrator; utilize the ''Olympic Scoring Method''; provide a numerical rating scale of one to seven; provide for the production of individual reports to the employee and the supervisor; allow for the analysis of aggregate rating data; allow use of multiple rating instruments within the rating cycle; customization capabilities; capture of rating data throughout the one-year cycle; generation of an ASCII file of rating data; allow an employee to input a self-rating for comparison purposes only; and scaleability in terms of te number of employees rated and/or user sites.
