Construction - Bids are requested for the LSE RCAG Facility Renovation at the LaCrosse RCAG, in LaCrosse Wisconsin. Work consists of but is not limited to the following: installation of temporary antennas, signal cable, junction boxes, and temporary tilt-down poles; demolition of two south towers nd perimeter fence; construction of the new equipment building, two new south towers, and perimeter fence; installation of grounding cables and signal cables from the equipment building to the new and existing towers, electrical and telephone service to the new equipment building. This facility shall remain operational during the renovation project, therefore, a phased construction plan is required to insure uninterrupted operation. Performance time is 120 calendar days. Estimated bidding dollar range is between $100,000 and $200,000. The estimated issue date is January 9, 1996, with a estimated bid opening date of February 9, 1996. The standard Industrial Code (SIC) is 1542 (building - general contractors). This procurement is open to all business concerns. FOR MINORITY, WOMEN-OWNED AND DISADVANTAGED BUSINESS ENTERPRISES: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontrct at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
