A request for proposal will be issued on or about 11 Jan 96 and will require submission of separate technical and pricing proposals by 11:00 a.m., 12 Feb 96. Technical proposals must include, as a minimum, Acknowledgment and Understanding of Contract Requirements, Manpower/Experience, Quality Control Plan, Safety Plan, Environmental Plan, and Phase-In/Phase-Out Plan. The proposed firm-fixed price contract is limited to a 10-month base period in accordance with base closure plans. Performance start date will be on or about 1 Apr 96. The proposed contract is subject to the Service Contract Act with primary performance at Reese AFB, which is approximately 10 miles West of Lubbock, TX. The availability of solicitation packages is limited and will be furnished until the supply is exhausted on a first received, first served basis.
