work consists of, but is not limited to, furnishing all plant, labor,
material, and equipment necessary to complete the Stage 2 Lockwork at
Lock and Dam No. 5. Work involves upgrading and replacing the
non-structural features of the lock facility. The detailed plans and
specifications define requirements for replacing the central control
station and the lock electrical systems. Smaller buildings include a
new well house, new control stand enclosure, relocating a
pre-engineered maintenance building, and options for new visitor
comfort stations at Lock 5 and Lock 2. Sitework features include storm
sewers, septic system, well replacement, grading, irrigation,
roadways, curb and gutter, sidewalks, parking areas, landscaping and
fencing. Other features include a compressed air bubbler system,
auxiliary water system, potable water iron removal system, water pumps,
handrail replacement and concrete repair. This procurement is
unrestricted under the Small Business Competitiveness Demonstration
Program. (P.L. 100-656). SIC Code - 1629. The Small Business Size
Standard is $17 million. The Corps of Engineers is committed to
substantive participation of small disadvantaged (SDB) and women-owned
enterprises in the performance of this contract. If you are a large
business and your bid will exceed $1,000,000 you will be required to
submit a subcontracting plan. For this contract, the following goals
expressed in terms of percentages of total planned subcontracting
dollars will be established: Small Business - 29.0%, Small
Disadvantaged Business - 8.5%, Women-Owned Small Business - 3.0% and
Subcontracting Reporting (SF294 and SF295) - 100.0%. Estimated
magnitude of the construction in terms of physical characteristics and
estimated price range is between $1,000,000 and $5,000,000. Plans and
specifications are expected to be available approximately January 8,
1996, with bid opening on or about February 8, 1996. Plans and
specifications will be furnished upon written request only, with a
non-refundale charge of: half-size drawings with one copy of
specification, $166.00; full- size drawings with one copy of
specification, $231.00; copy of specification only, $10.00. Please
