323-2756. The Naval Air Warfare Center Aircraft Division, Lakehurst
(NAWCADLKE) is seeking manufacturers to participate in a joint
partnership with the Navy to improve the producibility and
manufacturability of the Improved Fresnel Lens Optical Landing System
(IFLOLS). The Navy proposes to enter into a two phase contracting
agreement with potential manufacturers: Phase I, the Contractor
Familiarization Program (CFP) and Phase II, Contractor Manufacture of
the Engineering Development Model (CMEDM) and options for production
units. The IFLOLS is a visual landing aid to be installed aboard the
United States Navy Aircraft Carriers that provides glidescope guidance
to the pilot of an approaching aircraft. The following are major
components of the IFLOLS: * Indicator Assembly: Consists of glass lens
assemblies, stabilized fiber optic blocks and microprocessor
controlled drive system (DC motor, ballscrew, and linear slide
assembly). Requires highly accurate machining to maintain the tight
tolerance specified throughout. Dimensions: 73''H x 17''W x 42''D.
Weight: 1340 lbs. * Lens Room Electronic Enclosure: Consists of touch
screen display, fiber optic communication hub (to communicate wit 2
other remote panels via ethernet), card cage assembly (12 printed
circuit boards of SEM ''D'' and ''E'' formats) and motor driven variacs
for source light intensity control. Dimensions: 53''H x 30''W x 58''D.
Weight 200 lbs. * Heave Sensor: Consists of 3 accelerometers mounted
to an accurately machined base plate. Dimensions: 12''H x 5''W x 12''D.
Weight 20 lbs. * Datum Arm Structure: Consists of welded tubular
structure, machined lamp house and lamp assemblies. Dimensions: 50''H
x 27''W x 70''D. Weight 100 lbs. * Lamp Arm Structure: Consists of
welded and machined tubular structure and lamp housing assemblies.
Dimensions: 57''H x 33''W x 40''D. Weight 120 lbs. * Mounting Frame:
Consists of welded tubes and plates. Used to mount indicator assembly
described above. Dimensions: 65''H x 51''W x 52''d. Weight 650 lbs. The
contracting process will commence at a pre-solicitation meeting, in the
March/April 1996 timeframe, hosted by NAWCADLKE, where the IFLOLS
equipment and the IFLOLS Technical Data Package (TDP) will be presented
to prospective manufacturers. Following the meeting, the Navy will
issue a formal Reques for Proposal (RFP) for Phase I of this
contracting effort. The Government intends to fund up to three
manufacturers for Phase I. Upon award of the Phase I contract, the
awardee(s) will complete the following: * become familiar with the
IFLOLS system hardware and data package. * interact with the Navy
design and manufacturing team. * propose design and process
improvements to the IFLOLS for manufacturing. * provide firm, fixed
price quotes for the IFLOLS CMEDM and the IFLOLS production units. At
the end of Phase I, the Navy will down select to one manufacturer to
proceed into Phase II, which will consist of manufacturing one
Engineering Development Model (EDM) and the optional production
systems. The production options are planned to be a maximum of 3
systems (13 shipboard and 20 land-based). This is not a request for
proposal, but rather a request for sources sought from interested
manufacturers who wish to be notified of the time and place of the
