Internal Revenue Service intends to negotiate on a sole source basis
with Munro Garrett International, 15150 Memorial Drive, Houston, Texas,
77079-4304, for lease to purchase a quantity of 15 Aries Petroleum
Engineering and Evaluation software packages, and the option to
purchase software upgrades. The lease to purchase is for a two-year
period and the price includes user training at various locations
throughout the United States. The anticipated contract will be firm
fixed-price for a base year and one option year, with optional
quantities to be purchased during the option year term. The estimated
award date is March 1, 1996. This acquisition is being conducted under
the authority of 40 USC 759(g), Specific Make and Model
Specifications. The required software is an integrated petroleum
engineering and economic evaluation package and meets the following
minimum needs of the Government: interfaces with commercial online oil
and gas production databases - Dwight's EnegyData and Petroleum
Information; is compatible with DOS operating environment; has mouse
controlled graphical decline curve analysis capabilities; performs
decline curve analysis calculations, prints decline curve graphical
results, and uses the calculations in future cash flow projections;
performs cash flow and discounted cash flow projections; has
functionally inter-related and true database operated cash flow and
decline curve analysis capabilities; performs rate-time and rate-cum
graphical projections simultaneously, and simultaneously shows how
changes in one curve affect the other; performs log-log production
analysis (Fetkovich type curves) on production data; and includes the
availability of technical support during normal business hours. This is
a notice of proposed contract action and not a request for competitive
proposals; however, all responsible sources may submit a written
capability statement within 45 days of the date of this notice which
will be considered by the IRS. At a minimum, capability statements must
include a complete listing of all ofered items with pricing, detailed
specifications to address each of the Government's minimum
requirements, and any other technical material in sufficient detail to
permit a technical evaluation of the offer. Replies to this notice
received without the required information will not be evaluated. See
