C -- TITLE I AND TITLE II SERVICES FOR REPAIR/REPLACE MAIN SWITCHING STA SOL F41691-96-R0008 DUE 012296 POC Betsy Anders tel: 210/652-5183 TITLE I AND TITLE II SERVICES FOR RPR/RPL MAIN SWITCHING STATION, Title I and Title II services for RPR/RPL Main Switching Station, Randolph Air Force Base, TX. This will be an A-E contract to perform all work necessary for a complete design and inspection service. Computer Aided Design and Drafting (CADD) capability and compatability with INTERGRAPH Microstation version 5. Type of contract contemplated is a negotiated firm fixed-priced contract. Estimated design start and completion dates are 1 May 96 to 30 Sep 96. Major contract elements will consist of but not limited to: (1) Reviewing existing electrical distribution system master plan, Analysis, Surveys, Investigations, Drawings, and Reports; (2) Planning of Site Developments and Installations; (3) Developing Design Drawings and Specifications; (4) Preparing construction cost estimates; (5) Performing the necessary supervision and coordination for the construction phase. Estimated construction cost ranges from $1,000,000.00 to $5,000,000.00. The criteria which will be the basis for selecting firms are (in descending order of importance): (1) Specialized Experience demonstrating ability in past professional work of similar nature, CADD Capability and Compatability with Intergraph Microstation. (2) Specialized Experience in medium voltage distribution class relays; protective and load break device sizing; and, coordination, Supervisory Control, and Data Acquisition (SCADA) systems. (3) Professional Qualifications of the staff to be assigned to the project. (4) Specialized Experience in Professional capacity to accomplish the work within anticipated schedule. (5) Past Performance with respect to execution of both DOD and Non-DOD Contracts. (6) Location within 250 Mile Radius of San Antonio or within 1 hour by Air travel with priority for local firms provided an appropriate number of qualified firms are available. (7) Volume of work previously awarded to the firm to include dollar value of fees and number of DOD contract awards. This announcement is not a request for a proposal.
