SCHEDULED CHEMICALS -POTENTIAL SOURCES SOUGHT-The Air Force Technical
Applications Center (AFTAC) Molecular Science Division requests
information from potential sources which are capable of conducting
chemical degradation studies on environmental and non-surety scheduled
chemicals listed by the Chemical Weapons Convention Treaty. Interested
firms should be able to handle toxic, possibly super-toxic compounds of
varying volatilities. The ability to experiment volatile compounds is
desirable. Any firms responding to this advertisement should have
experience in measuring vapor phase reaction rates due to photolysis,
hydrolysis, ozone, NOx, SOy, and the hydroxyl radical. Experience
should include the use of teflon bags, dynamic flow reactors, and
environmental chambers. The ability to accurately identify and quantify
reaction products is highly desirable. Firms employees should possess
degrees related to atmospheric chemistry research and experience in
conducting atmospheric chemical degradation studies for the
Environmental Protection Agency. This program is anticipated to be a
single award, multi-year effort. Fims responding should indicate
whether they are, or are not, a small business, a socially and
economically disadvantaged business, a woman owned business, a
historically black college or university, or a minority institution.
For this item the general devinition to be used to determine whether
your firm is small is as follows: ''A small business concern is a
concern that is independently owned and operated, is not dominant in
the field of operation in which it is bidding on government contracts
and with its affiliated, the number of employees does not exceed 1000
persons.'' SIC Code 8731 applies. ''Concern means any business entity
organization for profit with a place of business in the United Sttes,
its possessions, Puerto Rico, or the Trust Territory of the Pacific
Islands, included but not limited to partnership, cooperation, joint
venture, association or corporation.'' The Air Force reserves the right
to consider a small business set aside based upon the responses hereto.
All respondents shal include their assigned Commercial and Government
Entity Code. Respondents are further requested to indicate their status
as a Foreign-owned/Foreign-controlled firm and any contemplated use of
foreign national employees on this effort. Due to the nature of this
potential effort, ''NO foreign country sources will be considered.''
Contractor personnel would require DoD security clearances at least at
the SECRET level for this potential effort. Participation in this
potential effort would require both a facilities and storage capability
security clearance of at least SECRET. Sources must also include the
Government assigned Contractor Facility Code (also called Cage Code)
for the applicable facility and storage facility that would safeguard
any classified data supplied by the Government. This is NOT a Request
for Proposal (RFP) and is not to be construed as a commitment by the
Government to issue a solicitation or ultimately award a contract. Any
costs incurred as a result of response to this announcement shall be
borne by the firm and will not be charged to the Government for
reimbursement. No written or telephone requests for a solicitation
package or further information will be accepted or responded to.
