The Naval Sea Systems Command (NAVSEA) intends to enter into a Basic Ordering Agreement (BOA) with Loral Defense Systems - East of 365 Lakeville Road, Great Neck, NY 11020-1696 for the issuance of orders on multiple occasions over a two year period. The orders shall be for Engineering Change Kits, technical data, Field Engineering Services, repair parts and/or spares, technology upgrades, and installation and support services for the MK 20 Signal Data Converter/Gun Mount Processor (SDC/GMP). Loral Defense Systems - East is the original designer, developer and sole producer of the MK 20 SDC/GMP and is the only firm possessing the requisite knowledge, experience and production facilities necessary to meet these requirements. In addition, Loral Defense Systems - East is the Designated Overhaul Point and Depot Repair Facility for the MK 20 SDC/GMP. No other source has the technical qualifications and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Navy's requirements.
