Competition for this service will be based on technical evaluation of submitted technical proposals with the award decision based on the best value to the Government considering the evaluation factors listed in the solicitation. The solicitation will be issued on or about 16 Jan 96 with proposals due on 16 Feb 96. The acquisition is unrestricted under full and open competition. This acquisition is a nonappropriated fund purchase and it does not obligate appropriated funds of the United States Government. NAF funds are generated by the military community through the sale of goods and services and the collection of fees and charges for participation in military community programs.
