In the 1995 base realignment and closure round, the Navy/DOD included the Naval Air Warfare Center -- Aircraft Division, Indianapolis (NAWC-Indianapolis) on its closure list. The Base Closure and Realignment Commission (BCRC) issued a recommendation that proposed negotiation between the Navy and the City of Indianapolis regarding privatization of the facility and its workload as an alternative form of closure. This announcement seeks an expression of interest in participating in this privatization; a presentation of company/consortia/partnership qualifications that demonstrate the viability of this interest; a discussion of the issues, opportunities, and risks that demonstrates a clear understanding of the complex nature of the proposed privatization; the ability to implement such an initiative; and presentation of a proposed approach for success. We also welcome comments and suggestions from other parties not seeking to participate in the privatization as prime contractors, who seek to have their interests and concerns incorporated into the selection process. Response to this announcement is required to be considered for participation in the proposed privatization. The Reuse Planning Authority intends to use the information in this response as the basis for an initial downselection of respondents for subsequent participation in a restricted competition/negotiation in accordance with the selection criteria listed in the request for information.
