48226 T -- INDEFINITE DELIVERY CONTRACT FOR PHOTOGRAMMETRIC MAPPING SERVICES
FOR A PROJECT WITHIN THE DETROIT DISTRICT BOUNDARIES POC: Ms. Deborah

INFORMATION: A-E services are required to provide aerial
photogrammetric mapping and support services for a project within the
Detroit District boundaries. The selected firm(s) will enter into
negotiations for firm-fixed price contract with the government for a
term of one year, with total cost not to exceed $440,000.00. If a large
business is selected for this contract, it must comply with FAR
52.219-9 regarding the requirement for subcontracting by submitting a
plan on that part of the work it intends to subcontract. The
subcontracting goals for this contract are a minimum of 20% of the
contractors intended subcontracting amount to be placed with Small
Businesses (SB), 8% to be placed with Small Disadvantaged Businesses
(SDB) and 5% to be placed with Woman Owned Business (WOB). The plan is
not required with the response to this announcement. 2. PROJECT
INFORMATION: The photogrammetric requirements will include, but are not
limited to, the following: producing diapositives from the existing
film, analytical aerotriangulation and stereomapping compilation for
planimetric and topographic mapping at the scale of 1:2400 (1''=200')
with 2 foot contours using existing 1:9600 natural color photography.
The maps will meet National Map Accuracy Standards for this scale and
will be used for preliminary design, project planning, and general
planning. Firms must he able to deliver digital data on Compact disc
(CD), 3.5'' High Density Disk, and/or 8mm tape. Delivered digital data
must be readable and fully operational with Integraph Design Graphic
System (IDGS) files, version 5.0 or higher and Arc/Info, version 7.0 or
higher format. Deliveries will include E size sheets on stable base
reproducible film 5 mil thickness as well as digital files. The
topographic data collection will generate digital terrain models
(DTMs). The extent of area coverage is 67,200 acres with approximately
1/4 of the area urban. The area of work is in the counties of Brown
and Outagamie, in Northeast Wisconsin. 3. SELECTION CRITERIA: See Note
24 for general selection process. The selection criteria in descending
order of importance (first by major criterion and then by each
sub-criterion) are: Criteria a-d are primary, criteria e-f are
secondary and will be used as ``tie-breakers'' among technically equal
firms. a) Professional Qualifications: The contractor must employ at
least one Certified Photogrammetrist (ASPRS or State) as a full-time
staff member and a minimum of 7 stereo compilers and 4 data editor
positions, or comparable, to insure project completion within schedule.
b) Specialized Experience and technical competence: (1) Technical
production expertise consistent with utilization of photogrammetric
equipment. (2) Access to, and experience in photogrammetric equipment,
hardware and software to perform full analytical aerotriangulation,
analytical stereocompilation, instrumentation interfaced for digital
data collection of planimetric and topographic feature, DTM data
collection and digital data editing facilities. (3) Experience in
photogrammetric production. (4) Experience in collection and delivery
of digital data properly formatted in both (IDGS) and ar/info on
appropriate media. (5) Experience in meeting National Map Accuracy
Standards, producing 1''-200' scale mapping from 1''-800' negative
scale photography. (6) Experience in integrating field survey data into
the photogrammetric mapping data base. c) Capacity of firm to furnish
equipment and personnel to accomplish work as required to maintain
delivery of a quality product on a timely scheudle. d) Past performance
on DOD and other contracts with respect to cost control, quality of
work, and compliance with performance schedules. e) Extent of
participation of SB, SDB, historically black colleges and universities,
and minority institutions in the proposed contract team, measured as a
percentage of the total estimated effort. f) Volume of DOD contract
awards in the last 12 months as described in Note 24. 4. SUBMITTAL
REQUIREMENTS: See Note 24 for general submission requirements.
Interested firms having the capabilities to perform this work must
submit two copies of SF255 and SF254 each for the prime firm and all
subs (consultants) to the above address not later than the close of
business on the 30th day is Saturday, Sunday or Federal holiday, the
deadline is the close of business of the next business day.
