(703)604-0903 NAVAL AIR SYSTEMS COMMAND (NAVAIR) intends to conduct a
Small Business set-aside competition for services in support of the
Aerial Target and Decoy Systems Program Office (PMA-208). Efforts
include: Concept Exploration; Concept Demonstration and Engineering and
Manufacturing Development; Engineering and Technical services in
support of production, and Management and Professional Services. Effort
will be for base year and four option years under an Indefinite
Quantity, Time and Material type (fixed labor rate) contract. Contract
is estimated to begin 1 December 1996. Anticipate solicitation
requirement of 37,000 hours/year, 185,000 hours total. Applicable SIC
8711. This RFP will be transmitted through the Space and Naval Warfare
Systems Command (SPAWAR) Bulletin Board System (BBS). The RFP will
only be available by calling the SPAWAR BBS, (703) 602-9494, and
downloading the RFP. The Bulletin Board operates at 14,4000 BAUD with
a setting of 8:N:1. The RFP will be in MS Word 6.0 format. The file
will be compressed by a shareware program, PKZIP 2.04G. The RFP file
name is AIR96R10.ZIP. To download this RFP, the prospective offeror
will need at a minimum, PC or MAC with modem emulation software that
supports VT100 or ANSI standing; a modem that operates between 300 bps
- 14.4 bps and a minimum of 1.5 MEG of free disk space. The RFP will
not be available for at least 21 days from the date of this synopsis.
Prospective offerors are required to supply the name and address of
their company; the Point of Contact's name and phone number; and
optionally, provide answers to a questionaire on electronic
contracting, in order to be placed on the RFP's Bidders List. The
bulletin board will be available 24 hours a day, seven days a week.
However, as the demand may be heavy, it may be necessary to call
repeatedly or on off hours. If any assistance is needed regarding use
of the BBS, please contact Mark Gurganus at (703) 602-1842. Telephone
and written inquiries for the RFP will not be honored. Offerors who
would like a copy of the RFP and do not have access to a modem may
bring a high density 3 1/2'', formatted disk to the Cruise
Missile/Unmanned Aerial Vehicle Division, Naval Air Systems Command,
1213 Jefferson Davis Highway CG-4, Arlington, VA 22243, Room 412
between the hours of 8:00 am and 4:30 pm, Monday - Friday. All
responsible offerors may submit a proposal which will be considered.
Interested parties should upload their questions to the NAVAIR ACTIVE
RFP file library and the file name must contain ''AIR10'' plus three
other characters of their choice, example: AIR10ADC.DOC. Closing date
