The Government intends to negotiate with Social & Scientific System, Bethesda, Maryland on a sole source basis in accordance with FAR 6.302-1 as authorized by 41 U.S.C. 253(c)(1). This is for an increase in the contract level of effort for services that are currently being performed under existing Contract No. 263-92-C-0200. The contractor shall continue to provide the Office of Aids Research (OAR) at the National Institutes of Health with quick response technical and administrative support. In addition, the president has appointed the OAR Director to chair an intergovernmental review group to develop a plan to coordinate the federal HIV/AIDS research program. This plan must be developed and presented within a ninety (90) day period. Supporting this task has been the staff of the Office of AIDS Research and the efforts of the OAR support contractor, Social and Scientific Systems. The level of effort provided under subject contract must be increased to meet this task. The current contract expires in October 1996. Postponement of these services until a new contract is awarded would result unacceptable delays to the Government. SEE Note 22. (0019)
