Provide all labor, material and equipment necessary to perform routine
drydock repairs to the USCGC Gasconade (WLR-75401) 75 Foot ``C'' Class
River Buoy Tender and its 90 Foot Barge. The items which may be
performed include but are not limited to the following: 1. Welding
Repairs 2. Remove, Inspect, Repair and Reinstall Intermediate Shaft 3.
Renew Shaft 4. Remove, clean, Inspect, and Reinstall Steering Rudder
assembly and Hydraulic Cylinder 5. Remove, Clean, Inspect, and
Reinstall Flanking Rudder Assembly and Hydraulic Cylinder. 6. Overhaul
Boat Room 7. Overhaul Air Capstan 8. Inspect Overhaul and test Allied
Aton Crane 9. Preserve Barge Deck 10. Clean and Inspect Diesel Fuel
Tanks 11. Preserve Underwater Body 12. Preserve Potable Water Tank(s)
13. Provide Temporary Logistics 14. Routine Drydocking 15. Preserve
Tender Forward Peak Tank and Bilge 16. Renew Shower Stalls and
Underlying Deck 17. Renew Ship Service Diesel Generators and Replace
Gird Coolers 18. Upgrade Engine Room Ventilation System 19. Upgrade
Power and Lighting System - homeport is Omaha, NE - vessel length is
75' 5 1/2'' and barge length is 90'0'' - vessel availability schedule
is 29 April 1996 - the place of performance for USCGC Gaconade's April
1996 yard availability is restricted to the Western Rivers of the
United States. The ``Western Rivers'' means the navigable portions of
Mississippi River and its tributaries above mile 0 of the Lower
Mississippi River. Navigable tributaries of the Mississippi River
include only the waterways within the areas of jurisdiction of Coast
Guard Aids to Navigation Facilities as described in Light List Volume
V (COMDTINST M16502.5), and the Tennessee-Tombigbee Waterway to the
mouth of the Mobile River. This includes protected portions of the
Intra Coastal Waterway connected to the ``Western Rivers,'' but
specifically excludes unprotected or open waters such as Mobile Bay,
Lake Borne, or the Gulf of Mexico. There will be a non-refundable
charge required in the form of a certified check or money order made
payable to the U.S. Coast Guard in the amount of $100.00 for requested
U.S. Coast Guard specification reference drawings - the proposed
contract listed here is part of the Small Business Competitiveness
Demonstration Program and is open to both large and small businesses -
plans and specifications will be issued on or after 07 February 1996
- all responsible sources may submit a bid which shall be considered by
the United States Coast Guard. For Minority, Women-Owned and
Disadvantaged Business Enterprises: The Department of Transportation
(DOT) Office of Small and Disadvantaged Business Utilization has
programs to assist minority, women-owned and disadvantaged business
enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. Loans are available
under the DOT Short Term Lending Program (STLP) at prime interest rates
up to $500,000 per contract to provide accounts receiving financing.
The DOT Bonding Assistance Program enables firms to apply for bid,
performance and payment bonds up to $500,000 per contract. DOT provides
an 80 percent guaranty on the bond amount to a surety against losses.
