2348, FAX NO. 254-2-743204 The U.S. Agency for International
Development (USAID) in Uganda Plans to issue an RFP which will lead to
the award of a follow-on contract to assist the Government of Uganda
to more effectively and sustainably manage the natural resource base
policy reform and National Environmental Action Planning, and
Rehabilitation and resource conservation. This requirement falls under
USAID/Uganda's action plan for the environment (APE) program which
emphasizes the process of natural resource planning, strengthening of
institutions responsible for natural resource management and support
for the work of organizations fostering rational, long-term uses of
Uganda's Natural Resource Base. APE Activities are separated into two
complementary Program components; The Policy component and the
rehabilitation and resource conservation component. APE combines both
project and Non-Project Assistance (NPA) in program implementation.
Principal technical assistance, including four long-term advisors has
been provided to date through institutional Contract No.
623-O124-C-00-2049-00 with Tropical Research and Development, Inc.
(TR&D), currently in its fourth year and scheduled to conclude or/about
April 30, 1996. Upon conclusion of the current institutional contract,
a new institutional contract is required to provide continued
technical assistance for about 32 months through the end of the APE
program (December 31, 1998). The purpose of this follow-on contract
will be to continue and build on activities carried out to date. The
follow-on contract is expected to include two long-term advisor
positions as well as short-term technical assistance. The contractor
will also be responsible for ensuring overall program coordination. In
addition to providing technical assistance, the contractor, through a
Grants Management UNIT (GMU), would administer a number of grant
activities implemented by PVOs/NGOs and other local institutions.
Mission management support for APE is provided by a project Officer
located within USAID/Uganda's Agriculture and Natural Resources office.
Description of Level of effort (LOE): The LOE for the follow-on
institutional contract is 44 person months of long-term technical
assistance (with a possible additional 20 person months) and 17 person
months of short-term technical assistance. Estimated
starting/completion dates: May 1, 1996 through December 31, 1998 (32
months total). Types of specialties: The long-term advisers required
under the follow-on institutional contract are as follows
(Title/LOE/Brief description): 1. The planning advisor/chief of party
(32 p.m.). advises on park and park system planning,including:
protected areas system planning and policy development; management
planning and workplanning activities; construction of physical
facilities and other capital improvements; systems for collecting,
managing and utilizing information; and formulation and evaluation of
development assistance projects. The planning advisor also serves as
Chief of Party (COP) for the contract. 2. Grants Management Unit (GMU)
coordinator (12 p.m.with close up possible additional 20 p.m.).
manages all aspects of GMU, local currency-funded project
implementation unit responsible for administrative and technical
aspects of APE-funded grant projects under the rehabilitation and
resource conservation component. Short-term technical assistance (STTA)
(17 p.m.) required under the contract will be as follows: 1). Community
conservation advisor for the national environmental authority (NEMA) (5
p.m.). Works at district level to build capacity for decentralized
environmental management. 2. Chief financial advisor, Uganda National
Parks (UNP) (5 p.m.) provides technical assistance and training to
accounting and financial staff at both headquarters and field levels.
3. Other STTA (7 p.m.) will be required in support of the activities of
the 1ong-term advisors. In addition to the technical assistance noted
above, the contractor will be responsible for promoting the interaction
and coordination of all APE program elements including those outside of
the institutional contract. Major activities include: technical
assistance through other sources (volunteers in overseas cooperative
assistance, department of the interior, others); Peace Corps/Uganda
natural resources management project; Grant, Training and other
assistance activities under the GMU; and local currency-funded
activities. The contractor will also be required to facilitate the
transition of the APE program into USAID's unfolding ''REENGINEERED''
Mode. USAID encourages the participation to the maximum extent possible
of small businesses in this activity as contractors or subcontractors.
In addition prime contractors are required to set aside no less than
ten (10) percent of the total value of the award for subcontracts with
Gray Amendment entities (firms including women-owned, historically
Black Colleges and universities, U.S. colleges and universities with
forty (40) percent or more Hispanic American students, and minority
private voluntary organizations) in accordance with Part 19 of the Far
and Part 726 of the AIDAR. It is anticipated that the prime contractor
will make maximum use of these concerns. All other selection criteria
being found equal, the participation of such concerns may become a
determining factor for selection. The RFP issuing date is expected to
be no earlier than 15 days after publication of this notice. This CBD
