Officer, 809-221-1100. The United States Agency for International
Development (USAID), Santo Domingo, Dominican Republic, has a
requirement to continue implementation of its PVO Co-financing Project.
A local Dominican contractor has been implementing this project under
contract for the last 4 1/2 years, providing financial and managerial
support services to NGOs and PVOs, the majority of which are also
Dominican. The contractor will provide pre-award technical assistance
when necessary, review concept papers for grants, and monitor grant
performance. The contractor will work closely with the USAID project
manager and will follow the selection process for grants under the
project. This project extension will cover the last year of grant
awards to NGOs and PVOs, on-going monitoring of subprojects, and
phasing out of project activities including institutional strengthening
of grantees. A full team of consultants will need to be in place by May
10, 1996, and be available for gradually decreasing needs until August
9, 1999. The RFP evaluation criteria will weight heavily previous
experience with NGOs and PVOs, and implementation of USAID projects
involving TA in the form of management and financial services. RFP
