This notice is published to announce that the USACCE contracting offices identified above have implemented Interim FACNET in accordance with Federal Acquisition Regulation 4.505-1. These USACCE contracting offices have successfully demonstrated an Electronic Commerce/Electronic Data Interchange (EC/EDI) capability that conforms to the requirements established by the Deputy Under Secretary of Defense (Acquisition Reform) memorandum dated 23 June 1995 and Public Law 10-355, the Federal Acquisition Streamlining Act of 1994. The USACCE contracting offices may use simplified acquisition procedures in FAR Part 13, for procurements exceeding $50,000 but less than $100,000 that are solicited via FACNET. Unless otherwise authorized by the Contracting Officer, these USACCE contracting offices will not accept non-FACNET requests for quotations after 1 Feb.1996.
