Development's Office of U.S. Foreign Disaster Assistance is seeking
organizations capable of providing disaster relief assistance worldwide
within 72 hours of a disaster declaration. In fulfillment of its
mandate to save lives and property, and reduce human suffering, OFDA
responds to both natural and man-made disasters including disasters
resulting from civil strife. Responsible organizations must be able to
provide assistance in the area of Food and Non-Food Distribution,
including Shelter. It is anticipated that pursuant to the issuance of
RFPs for the foregoing services, USAID may award multiple Indefinite
Quantity Contracts. The contracts will have a one-year base period with
four one-year options; possibly totaling 5 years. Offerors interested
in receiving the RFP or diskette via mail are requested to include
three, self-addressed, adhesive labels with their letter requesting the
solicitation. A draft of the RFP will be issued on/about February 16,
1996 for review and constructive comments on the part of interested
offerors. Based on the questions and suggestions obtained, the RFP will
be finalized and issued on/about March 15, 1996. A pre- proposal
conference is also anticipated, to be scheduled in mid- March, 1996.
The anticipated closing date of the RFP is May 06, 1996. Subcontracting
with small business concerns and socially and economically
disadvantaged entities: AID encourages the participation to the maximum
extent possible of U.S. entities that are small business concerns,
small disadvantaged business concerns, including women-owned concerns,
historically black colleges and universities, colleges and
universities whose student body is at least 40 percent Hispanic
American, and private voluntary organizations controlled by socially
and economically disadvantaged individuals including women in
accordance with Part 19 of the FAR and Part 726 of the AIDAR. It is
anticipated that the prime contractor will make maximum practicable use
of such entities; subcontracting plans should be included in proposals
submitted. To help identify potential subcontractors, a list of all
organizations requesting a copy of the solicitation will be sent with
each solicitation document. Organizations are encouraged to indicate
whether they are Gray Amendment entities when requesting the
solicitation and may indicate that they do not wish to be included on
the list. By providing the list, AID does not endorse the listed
organizations as being capable of carrying out the activity, nor does
AID verify the claimed status of the organizations. Necessarily, the
list will contain the names of only those organizations known prior to
the issuance of the solicitation document. The preferred method of
distribution of USAID procurement information is via the Internet or by
request of a solicitation on a 3.5'' floppy disk (WordPerfect 5.1/5.2

AVAILABLE USAID SOLICITATIONS. The RFP can also be downloaded via
Anonymous File Transfer Protocol (FTP). The FTP address is
FTP.INFO.USAID.GOV. Log on using the user identification of
''anonymous'' and the password is your e-mail address. Look under the
following directory for the RFP:pub/OP/RFP/AOT6P001/aot6p001.RFP.
