Lucy Yates, (713) 483-6301 NASA/Space Station Program Office plans to
issue a Request for Offer (RFO) for creative design services through a
set-aside competition among small businesses (See Numbered Note 1).
SIC Code 7336. These services will support the development of creative
and innovative concepts of advanced Earth to orbit vehicles, advanced
manned and unmanned spacecraft, and other programs at various NASA
centers. The contractor will be responsible for providing technically
accurate conceptual design, design integration, and sound graphical
engineering representation through, but not limited to, illustrations,
layout designs, renderings, detailed physical and computer models,
Quicktime, Quicktime VR, hypermedia presentations, multimedia displays
and broadcast quality computer generated animation's, using
state-of-the-art visualization technology. The contractor shall manage
and update all current and future vehicle configurations in an
electronic database. The contractor shall update and produce broadcast
quality computer generated animation's of different configuration
baselines in various stages of flight. NASA contemplates a
Time-and-Materials type of contract with a base performance period of
one year plus four one-year option periods. The specific number and
timing of the deliverables can not be defined and will vary during the

over the Internet is February 9, 1996. All future notices regarding
this procurement can be accessed via the internet, and no notices will
be published in the Commerce Business Daily. This procurement is being
conducted under the NASA MidRange Pilot Test Program approved by the
Office of Federal Procurement Policy on April 16, 1993. This
procurement is a total small business set-aside -- All responsible
sources may submit an offer which shall be considered by the agency. An
ombudsman has been appointed to hear concerns from offers and potential
offerors during the preaward and postaward phases of this acquisition.
The purpose of the ombudsman is not to diminish the authority of the
contracting officer, or the selection official, but to communicate
concerns, issues, disagreements, and recommendations of interested
parties to the appropriate Government personnel and to work to resolve
them. When requested, the ombudsman will maintain strict
confidentiality as to the source of the concern. The ombudsman does not
participate in the evaluation of proposals, the source selection
process, or the ajudication of formal contract disputes. Interested

at 713-244-7508. Concerns, issues, and disagreements which cannot be
resolved at the installation may be referred to the NASA ombudsman, Tom
