announcement constitutes a Sources Sought synopsis. The B-1B Systems
Program Office (SPO), Aeronautical Systems Center (ASC), is planning
production for modification kits to the B-1B and conversion kits for
its multi-purpose rotary launcher (MPRL) to enhance its conventional
combat capabilities. The modification kit for the aircraft is to add
Global Positioning System (GPS) and anti-jam radio capabilities to the
B-1B. The MPRL kits are to convert the launchers to a MIL-STD 1760
configuration and to allow the carriage of the Joint Direct Attack
Munitions (JDAM) weapon. The Air Force is anticipating awarding a
contract (Phase IIC) in the 4th quarter of FY97 for the aircraft kits
and an option for the MPRL kits starting 4th quarter FY98. The
contractor will be required to provide 94 aircraft modification kits
and 123 MPRL conversion kits to include: (1) adapting (if required) the
kitproofed and verified designs for full-rate production, (2) procuring
materials, setting up a production line and producing/procuring the
necessary hardware for the required delivery dates, starting 2nd
quarter of FY99 for the aircraft kits and 2nd quarter FY00 for the MPRL
kits, (3) modifying, fabricating or procuring the required support
equipment and initial spares for the modified aircraft and converted
MPRL. This must support Required Assets Available (RAA) dates of 1st
quarter FY00 for the modified aircraft and 3rd quarter FY00 for the
converted MPRL. Contractors interested in this effort must submit the
following information to the Government for evaluation. Responses
should be concise and program specific with special emphasis on B-1B
related experience and qualifications and include: (1) description of
experience in integration, specifically in integrating Group A and B
hardware from both contractor and government sources into installation
kits, (2) description of facilities/assets currently available to
accomplish the manufacturing of machine parts and cabling, (3) list the
qualifications and B-1B experience of lead management, engineering,
manufacturing and quality assurance personnel projected to work on this
program, (4) description of your experience with subcontractor/vendor
selection and management systems planned to be used, (5) indication of
large or small business in relation to SIC code 3812, size standard
750 employees, and (6) indication of the level and types of B-1B
technical data is available, analytical tools and supporting data bases
for those tools required to redesign (if required), fabricate and
assemble for this production effort. Although current B-1B and MPRL
data is available, specifications and drawings for the aircraft
modification and MPRL conversion are not available. Notwithstanding the
availability of data, the contractor would be responsible for the
integration of this hardware into modification/conversion kits.
Contractors shall address their plan for acquiring those resources and
capabilities not currently in-house to meet the indicated delivery
dates. An Ombudsman has been established for this announcement. The
only purpose of the Ombudsman is to receive and communicate serious
concerns from potential offerors when an offeror prefers not to use
established channels to communicate his concerns during the proposal
development phase of this acquisition. Potential offerors are invited
