months. The objective of this effort is to develop, test, evaluate, and
demonstrate advanced active radar target identification techniques for
application to the E-3 Airborne Warning and Control System (AWACS).
This includes algorithm development, ID processor design and
development, laboratory testing, data collection, participation in
flight testing, and demonstration. This effort will result in
application of this technology to the AWACS with potential for direct
or nearly direct application to the USAF AN/TPS-75 radar and the U. S.
Navy AN/SPY-1DV radar aboard the AEGIS class cruisers. The overall
goal is for this technology to serve as a source of Non-Cooperative
Target Identification (NCTI) for AWACS which may be used to perform
class ID of numerous aircraft including military and commerical, of
friendly, neutral, and hostile origin. SECRET clearances will be
required for performance. The Solicitation will be classified at the
SECRET level. All requests must provide a classified mailing address.
Foreign participation is excluded at the Prime Contractor level. A read
library containing classified technical information relating to this
acquisition is available for review by potential Offerors at Rome
Laboratory. Verification of SECRET clearance must be submitted to the
Program Manager, William J. Baldygo, Jr., Rome Laboratory/OCSS, 26
Electronic Pky, Rome NY 13441-4514, or faxed to his attention at
(315)330-2139, prior to access to the library. The library also
contains technical data subject to export control. Prior to review,
potential offerors must submit a copy of an approved DD Form 2345,
''Military Critical Technical Data Agreement'', along with a letter
from the Data Custodian designated on that form, authorizing access by
whomever will be reviewing the library, to ATTN: William J. Baldygo,

faxed to his attention at (315)330-2139. The successful contractor may
receive and/or generate technical data subject to export control in
the performance of the contract. Therefore, prospective Offerors must
provide a completed and approved DD Form 2345 which certifies the
offeror is on the Certified Contractors Access List (CCAL) or the
offeror is seeking application to CCAL. The successful Offeror must
have a completed and approved DD Form 2345 prior to award. For further
information on CCAL, contact the Defense Logistic Service Center at
1-800-352-3572. An Ombudsman has been appointed to hear significant
concerns from offerors or potential offerors during the proposal
development phase of this acquisition. Routine questions, such as
clarifications of the Statement of Work or the terms and conditions,
are not considered to be ''significant concerns'' and should be
communicated directly to the Contracting Specialist, Michele A.
Martinelli, (315)330-4731. The purpose of the Ombudsman is not to
diminish the authority of the Contracting Officer or Program Manager,
but to communicate Contractor concerns, issues, disagreements and
recommendations to the appropriate Government personnel. The Ombudsman
for this acquisition is Vincent Palmiero, Chief, Policy and Management
Division, at (315)330-7746. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
selection process. No telephone requests for the solicitation will be
honored. All requests must be addressed to the attention of the
Contract Specialist, Michele A. Martinelli, reference Code A-6-1751-Z,
contain the respondent's FAX Number and Commercial and Government
Entity (CAGE) Code and contain a classified mailing address for receipt
