312/886-6920. The Supplemental Architect-Engineer Contract is an
indefinite quantity contract obligating the A/E to provide the
expertise of various cost estimating disciplines (i.e. architectural,
structural, mechanical and electrical) when required by individual work
orders placed against the awarded contract. Individual work orders will
be negotiated for each project. Projects accomplished under these
contracts will be primarily cost estimating in nature and may include
the preparation of construction cost estimates at several stages of
design developments during a one year period within the geographic
borders of The Great Lakes Region comprised of the States of IL, IN,
OH, MI, MN & WI. Estimating assignments are expected to occur as a
supplement to estimates prepared by in-house government estimating
personnel. Types of projects are expected to be primarily conceptual
estimates for new projects, renovations and lease buildouts greater
than $1.5 million in construction value, and evaluation of major change
orders and claim proposals submitted by contractors for projects under
construction. The contract will be for a base term of one-year with
four one-year renewal options for a total of five years. The maximum
order limitation is $150,000 during any one year period. Consideration
will be limited to firms having an active production office within the
Chicago metropolitan area. Respondents must demonstrate capability to
perform all contract services in existing production offices located
within the geographic limitation. Selection will be based on 20% for
Organization (management plan, workload, and method of operation); 30%
for Estimating Ability (estimating techniques and capabilities); 25%
for Past Performance recorded (performances of similar projects); and
25% for Proposed Team (qualification and relevant experience as
individual and as a team). This solicitation is open to all businesses
in accordance with the Small Business Competitiveness Demonstration
Program. The applicable annual receipt criterion for a small business
concern in the A-E area is a concern with average annual receipts for
the preceding 3 years not exceeding $2.5 million. Prior to award, a
large business concern will be required to negotiate a subcontracting
plan for small/small disadvantaged and women-owned small business
concerns. Firms must indicate in their responses whether or not they
are a small business concern. A follow-up listing of firms to be
interviewed will be placed in this publication. Estimated start date is
October 1996. Participation of small, small disadvantaged and
women-owned small businesses is encouraged. Firms which meet the
requirements described in this announcement and desiring consideration
shall submit appropriate data as described in Note 24. Responses must
be received at the above referenced address by 4:00 PM (CST) on March
