R -- FEASIBILITY STUDY FOR DENR ON THE PROPOSED INDUSTRIAL AIR EMISSIONS PROJECT IN MANILA, PHILIPPINES. DUE FEBRUARY 26, 1996 NOT LATER THAN 5 P.M. THIS ANNOUNCMENT RESTATES AND SUPPLIMENTS THE NOTICE DUE 022696 POC Carol Stillwell, USTDA, Room 309, SA-16, Washington, D.C. 20523-1602, Tel: (703) 875-4357, Fax No.: (703) 875-4009 Department of Environment and Natural Resources ( the ''project sponsor'') invites submission of qualification from interested US firms which are qualified on the basis of experience and capability to carry out a feasibility study for an industrial air emission project (''the Project''). Department of Environment and Natural Resources (DENR) is preparing a project for World Bank funding which would assist the Philippines in quantifying the air emissions burden from industrial activities, ranking specific industrial categories according to their potential air quality impacts, identifying specific mitigation techniques to improve air quality, and recommending techniques in monitoring, testing, reporting, and record keeping that are needed to ensure compliance with existing air quality regulations. The study will be comprised of four tasks: Task 1: Institutional Review, Emissions Data Review and Source Ranking, Task 2: Enterprise Level Facility Inspections and Determination of Sampling Needs/Methods, Task 3: Source Sampling, Workshops, and Data Evaluation, Task 4: Development of Investment Proposals, Seminars and Technology Demonstrations, and Institutional/Compliance Recommendations. A bid package, including the Terms of Reference, and a background desk study report are available from the US Trade and Development Agency (''USTDA''), Room 309, SA-16, Washington, DC 20523-1621. Requests for the RFP should be faxed to the IRC, USTDA, (fax: (703) 875-4009). Please include: your name, company name, address, and telephone number. Some firms have found that RFP materials sent by U.S. mail do not reach them in time for preparation of an adequate response. If you would like the RFP sent to you via courier delivery service, include the name of the courier company and your firm's account number. No telephone requests will be honored. The selected US firm will be paid in US dollars from a $337,490 grant to DENR by USTDA. Firms must ensure that documents sent by post reach the above address not later than the specified time for submission of qualifications listed above. USTDA/DENR shall not be accountable for any delay in the Postal Service. Only U.S. firms and individuals may bid on this USTDA-financed activity. Interested firms, their subcontractors, and individuals (including employees of such firms and subcontractors) must qualify under USTDA's nationality requirements as of the due date for submission of qualifications and proposals and, if selected to carry out the USTDA-financed activity, must continue to meet such requirements throughout the duration of the USTDA-financed activity. The U.S. firm may use subcontractors from host country for up to 20 percent of the TDA grant amount. Details of the USTDA nationality requirements are included in the RFP, as well as TDA mandatory contract clauses. Evaluation criteria will consist of the following: 1. General experience (ability to provide qualified staff and overseas experience with emphasis on air pollution projects in the ASEAN countries ). (35%) 2. Special expertise in industrial air emission source projects and knowledge of U.S. manufacturers of air pollution equipment. (35%) 3. Professional staff capacity (years with firm, years in present position, years of overseas and East Asian experience and specifically Philippine experience), in air pollution projects, specifically industrial air emission source projects. (30%) Price will not be a factor in contractor selection, and therefore, cost proposals should NOT be submitted. DENR reserves the right to reject any and/or all Proposals. DENR also reserves the right to contract with the selected firm for subsequent work related to the project. DENR or USTDA are not bound to pay for any costs associated with the preparation and submission of proposals. Firms agree by their response to this announcement to abide by the procedures established for the procurement. Based on the prequalifications statements, DENR will develop a short list of qualified firms which will be invited to submit formal proposals to carry out the proposed feasibility study. (0036)
