Personnel Management intends to issue an RFP that will lead to the
award of multiple Indefinite Delivery-Indefinite Quantity (IDIQ)
contracts supporting its Training Management Assistance (TMA) Program.
This action is a recompetition of an on-going program for which
contracts will expire in September 1996. The TMA program's mission is
to provide human resources interventions which will enhance workforce
productivity and effectiveness through research, innovation, education,
and training. Through this program, OPM will continue its collaboration
with other Federal agencies on a variety of human resource management
projects, primarily in support of employee training and development,
the improvement of employee performance systems, and workforce
productivity improvement. Projects under this contract will consist of
research, analysis, and development typically culminating in one or
more products for implementation to solve real and immediate
operational problems. For contractors to be considered for awards under
this procurement, they must have proven capabilities and experience in
the area of Instructional Systems Design (ISD). Projects will
typically result in the production of materials ranging from
traditional classroom training to a wide variety of alternative
training methods and distance learning training technologies. However,
the majority of the work will result in non-classroom products and
methodologies. This acquisition will establish a number of firm,
fixed-price task order contracts to provide the required professional
services for the full range of programs described below. The scope of
the effort will include, but not be limited to, the following general
areas: (1) training and development, (2) performance management, (3)
workforce productivity, (4) business process reengineering, (5)
compensation, and (6) employee relations. The resultant contracts will
be awarded for a one-year period with four one-year option periods and
the overall program is expected to have a yearly volume of
approximately $40 million. Request for copies of the solicitation
should be received in writing no later than ten days from the date of
this listing. Telephone requests will not be honored. However, faxed
requests are acceptable. The fax number is 202/606-1464. Only one copy
will be mailed to each requester. The RFP will also be available
electronically through OPM's Mainstreet Bulletin Board. It is
anticipated that the solicitation will be available on or about
February 22, 1996. To download the RFP from Mainstreet, you will need
the following: a. Personal computer (or terminal); b. Modem (any speed
up to 19.2K baud); c. Communications software (Procomm, Crosstalk,
Smartcom, etc.): Set for: 8 data bits, 1 stop bit, no parity, full
duplex; and d. Emulate ANSI terminal, if possible (full graphics/color
capability). The Mainstreet system may be accessed by following these
instructions: 1. Dial 202/606-4800 for direct access to OPM
Mainstreet; 2. Register yourself as a new user, if you are not already
registered (you should now be at the OPM Mainstreet main menu); 3.
From the Mainstreet main menu, select: (1) Forums: Areas of Special
Interest; 4. From the Forums menu, select: (D) OPM Procurement; 5. From
the Procurement forum menu, select (1) Files for Download; 6. From the
Procurement Forum Downloadable Files Menu, select: (1) RFPs & Other
Procurement Documents; 7. Follow directions at bottom of screen for
entry instructions and proceed as directed. NOTE: In some cases, it may
take an hour before users can access forums after registering. To avoid
any delay in downloading the RFP, offerors may wish to sign onto OPM
Mainstreet and register before the solicitation release date. If
offerors choose to obtain the RFP through Mainstreet, they MUS notify
the Contracting Division so that they may receive any modifications to
the solicitation that may be issued. A pre-proposal conference will be
conducted. The exact date, time, and location of the pre-proposal
conference will be announced in the solicitation. This procurement will
be conducted as a partial set aside for small business concerns as
follows: Based on the total number of contracts awarded, a goal of at
least 50 percent of those awards will be reserved for small business
concerns, including at least one non-competitive award to a firm
qualifying under the Small Business Administration's 8(a) program. If
an insufficient number of small business firms meet the solicitation
requirements to achieve the 50 percent goal, OPM reserves the right to
make more than 50 percent of the awards on an unrestricted basis. The
SIC Code for this requirement is 8732; a business concern with annual
average gross revenue for the last 3 years not exceeding $5 million is
