Specialist, (202) 366-0337. Technical support is required for the FHWA
Office of Motor Carriers (OMC) National Training Center (NTC). The OMC
is responsible for ensuring that several thousand motor carrier safety
inspectors and investigators across the country conduct driver/vehicle
inspections to ensure compliance with the Federal Motor Carrier Safety
and Hazardous Materials Transportation Regulations. Given an
ever-changing motor carrier environment and program, the inspection
personnel require ongoing training to perform their inspections
uniformly and at a high level of quality. The NTC has the
responsibility of implementing the motor carrier training program for
Federal, state and local agencies. The NTC is specifically responsible
for developing, implementing and evaluating training courses in
commercial driver/vehicle outreach, and program management and support.
To meet its goals, the NTC requires Contractor support to: 1) implement
a distance learning program appropriate to the needs of the
international motor carrier program, 2) enhance the training provided
in the context of the International Inspectors' competition, 3) review
and update existing courses, or develop new courses, as needed by NTC
customers, 4) support the NTC with the development and implementation
of various program improvement courses, 5) represent the NTC in OMC
efforts to enhance motor carrier safety training with its North
American Free Trade Agreement (NAFTA) partners, Canada and Mexico, and,
6) develope a process by which the Motor Carrier Safety Assistance
Program (MCSAP) grantees and other Commercial Vehicle Safety Alliance
(CVSA) member agencies can evaluate and improve their training program.
