49 -- FORCE MEASUREMENT SYSTEM (FMS) SOL N68936-96-R-0111 DUE 032996 POC Erica Freeman, Contract Specialist, (619) 939-5427. 1 each, including associated hardware and calibration system. The contractor shall supply installation procedures, and shall align and certify the system at the Plume Measurement Capability Facility (PMCF) site at the Skytop Test Complex at the Naval Air Warfare Center Weapons Division, China Lake, CA. The FMS shall not exceed 9 feet by 9 feet by 3 feet tall and shall be capable of withstanding the following loads produced by the static firing of a solid rocket motor: 80,000 pound force maximum in the axial direction (x-axis), the side (horizontal) direction (y-axis), the vertical direction (z-axis), and 450,000 foot-pound moment maximum in the x-z plane, y-z plane and any position of rotation about the z-axis. The FMS shall measure a 30,000 pound force thrust rocket motor mounted 15 feet above the orthogonal axis anywhere in an axial-vertical plane with the following accuracy: axial thrust, 3000-30,000 pound force plus or minus 0.15% of Full Scale; vertical thrust, 3000-30,000 pound force plus or minus 0.25% of Full Scale; side thrust, 3000-30,000 pound force plus or minus 0.25% of Full Scale; vector magnitude 3000-30,000 pound force plus or minus 0.25% of full scale; vector angle, plus or minus .25 degrees; pitch moment, 1000-5,000 foot-pound plus or minus 0.5% of Full Scale. The FMS shall provide for the upgrade possibility to a range of 1000-80,000 pound force at a distance such that the moment at the orthogonal axis of the stand does not exceed 450,000 foot-pounds. The calibration system shall be built-in with no set-up required to perform an In-frame calibration and shall be able to calibrate within one hour prior and within one hour after each test firing. Delivered FOB destination, calibrated, and aligned at the Skytop Test Complex, 365 days after contract award. All responsible sources may submit an offer which shall be considered by the agency.
