A -- HIGHER ORDER EFFECTS ANALYSIS AND MODELING FOR SPACE TIME PROCESSING SOL F30602-96-R-0064 POC William J. Turczyn, Contract Specialist, 315-330-1953; Capt. During a 24 month period, the contractor will interface computational electromagnetic (CEM) codes to Rome Laboratory's existing radar design and analysis codes for the purpose of analyzing evolving adaptive signal processing technologies. The desired enhancement is needed to provide the capability to realistically model higher order effects associated with airborne surveillance platforms, such as mutual coupling, airframe interaction, and radome effects. This effort will include interfacing the Rome Laboratory Space Time Adaptive Processing Algorithm Development Tool (RLSTAP/ADT) with and extending, as necessary, existing non-proprietary CEM codes. These enhancements to the RLSTAP/ADT are intended to support development and analysis of advanced architectures for future Airborne Early Warning (AEW) radar systems which may incorporate key enabling technologies such as multichannel phased array antennas, digital beamforming, and Space Time Adaptive Processing (STAP). The scope of the effort is expected to include a survey and assessment of CEM codes; identification and analysis of all relevant interfaces with RLSTAP/ADT; design and implementation of the software and procedures to effect the successful enhancement; test, verification, demonstration, documentation, and delivery of the new RLSTAP capability; and support and responsiveness to Government status and design reviews. A read library containing technical information relating to this acquisition is available for review by potential offerors by contacting Capt. Tim Mack, 315-330-7093. The library contains technical data subject to export control. Prior to review, potential offerors must submit a copy of an approved DD Form 2345, ''Military Critical Technical Data Agreement'', along with a letter from the Data Custodian designated on that form, authorizing access by whomever will be reviewing the library, to ATTN: Capt. Tim Mack, Rome Laboratory/OCSA, Building 106, Rome NY 13441-4514, or faxed to his/her attention at 315-339-0898. The successful contractor may receive and/or generate technical data subject to export control in the performance of the contract. Therefore, prospective offerors must provide a completed and approved DD Form 2345 which certifies the offeror is on the Certified Contractors Access List (CCAL) or offeror is seeking application to CCAL. The successful offeror must have a completed and approved DD Form 2345 prior to award. For further information on CCAL, contact the Defense Logistic Service Center at 1-800-352-3572. The RFP will be released no sooner than fifteen (15) days from the date of this publication. Foreign participation is excluded at the prime contractor level. Secret clearances will be required for performance. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions, such as clarifications of the Statement of Work or the terms and conditions, are not considered to be ''significant concerns'' and should be communicated directly to the Contracting Specialist, William J. Turczyn, 315-330-1953. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. No telephone requests for the solicitation will be honored.
